
For an Oman business buying on 1688, verify the supplier invoice, origin evidence, product description and permit path before paying or filing in Bayan.
An Oman business should not approve a 1688 bulk order simply because the sample and price look acceptable. Before payment, build a document file that can survive the handoff from the Chinese supplier to the buyer, freight provider, licensed customs representative and Oman's Bayan declaration process.
This article is for a small business or first-time commercial importer that has selected a 1688 supplier. It is not a general 1688 tutorial and does not compare payment methods. The decision is narrower: Does the supplier information match the product well enough to proceed, or should the order pause before money and production are committed?
The stop/go decision has five gates
Treat each gate as mandatory. A low unit price cannot compensate for a document gap that prevents import or makes the final goods impossible to describe consistently.
Gate 1: Identify the legal seller and the actual manufacturer
Record the 1688 store name, legal business name shown in available registration information, contact person, address, bank or payment beneficiary, and whether the store is the manufacturer or a trading company. Ask who will issue the commercial invoice and who appears as manufacturer on origin or product documents.
A payment beneficiary that differs from the quoted supplier is not automatically fraudulent, but the relationship must be explained and documented before payment. Use the China buying-agent quote checklist to separate product, domestic delivery, purchasing service and later freight assumptions.
Gate 2: Convert the listing into an importable product description
A marketplace title is not a customs description. Create a master item line containing:
- plain product name and intended use;
- material or composition;
- model, specification and brand status;
- quantity and unit of measure;
- unit price, total and currency;
- country of manufacture;
- battery, wireless, liquid, chemical or other controlled attributes;
- proposed HS code, clearly marked as provisional.
Ask the supplier to confirm this line in writing. A supplier's HS code can be a starting point, but the Oman importer or appointed customs professional remains responsible for the final classification used in the declaration.
Gate 3: Assemble the Bayan document pack
Oman Customs' service for a customs declaration says Bayan users generate the declaration, attach the documents required for that declaration type, add permits where the goods require them and pay due taxes. The listed documents include a commercial invoice, the manufacturer's country-of-origin certificate and the declaration issued by the exporting country. Before paying the supplier, mark each document as:
- available now;
- available after production;
- issued by another party;
- needs correction; or
- not applicable, with the reason recorded.
Do not accept “we always export this product” as a substitute for a sample document. Compare the company name, product model, quantity units and country of origin across the draft invoice and any supporting certificate.
Gate 4: Check permits before the production deposit
Use Oman's official search for import and export requirements with the product description and proposed classification. The service is designed to identify permits, restrictions, approvals and other government-agency procedures.
This gate matters for categories such as telecom or wireless equipment, chemicals, cosmetics, children's toys, batteries and other controlled goods. The responsible Oman party should confirm whether approval is required, when it must be obtained and which exact model the approval covers.
Do not order production first and ask about compliance after cartons are complete. If the product cannot yet be classified or the permit path is unclear, pay only for an appropriate sample or pause completely until a qualified Oman professional confirms the next step.
Gate 5: Make the sample prove document accuracy
Use a sample for more than appearance. Photograph the model label, plug, rated voltage, battery marking, dimensions, material information, packaging and included accessories when relevant. Compare these facts with the master item line.
A warehouse can photograph visible features and count accessible units. It cannot certify compliance, authenticate a brand, conduct laboratory testing or guarantee that production will match the sample. For regulated or customised products, define independent testing or inspection separately when needed.
Assign each responsibility before paying
Write one responsibility sheet:
- Oman buyer/importer: confirms importer eligibility, classification, permits, tax treatment and local professional appointments.
- 1688 supplier: confirms goods, price, manufacturing identity and the documents it will issue.
- Purchasing agent, if used: places the authorised order, records payment, communicates changes and receives the goods in China.
- Warehouse/freight provider: records parcels, performs agreed visible checks, packs and provides transport information.
- Licensed customs representative: files or supports the Bayan declaration within its authorised scope.
Do not assume that a purchasing agent becomes the importer of record in Oman or that a freight quote includes every duty, VAT, port, storage, inspection or brokerage cost.
Check landed-cost inputs, not a promised final tax
The Oman Tax Authority publishes a basic VAT rate of 5% for most goods. Its import guidance states that goods imported into Oman are generally subject to 5% VAT unless exempt or zero-rated. Final duty and VAT depend on classification, customs value, origin, exemptions and the accepted declaration. Review the official VAT imports and exports guide.
Before approving payment, record which costs are fixed and which are still estimates: products, China domestic freight, purchasing service, inspection, packaging, export handling, international freight, insurance and destination charges. The final payment instruction
Proceed only when the exact product and quantity are approved, the legal seller and beneficiary relationship is understood, draft documents are internally consistent, permit timing is known, and unresolved items have named owners.
Your written approval should state the product specification, quantity, price, sample reference, required documents, production change rule, inspection scope, packaging instruction and who must approve any substitution. Pause if the supplier refuses to identify the issuing company, the invoice description conflicts with the product, or compliance depends on an unverified promise.
