Before paying a deposit for private-label goods on 1688, a Lithuanian business should decide who will place the packaged product on the Lithuanian market and who is responsible for packaging records. Do not wait until the cartons reach China warehouse dispatch.

The practical rule is: release the deposit only when the product specification, packaging layers, responsible Lithuanian operator and evidence package are clear enough for a local compliance adviser to review. A supplier’s promise that “the packaging is recyclable” does not complete Lithuanian registration, accounting or reporting duties.

This article is for small businesses and brand owners in Lithuania sourcing packaged consumer goods from 1688. It uses a deposit-release gate rather than a generic purchasing tutorial.

Why GPAIS belongs in the pre-payment decision

Lithuania’s Environmental Protection Agency explains that producers and importers subject to extended producer responsibility must register in GPAIS, the Unified Product, Packaging and Waste Record Keeping Information System, and keep product and packaging records and reports. Its extended producer responsibility page also notes that the main provisions of EU Packaging and Packaging Waste Regulation 2025/40 became applicable in August 2026.

The Ministry of Environment publishes a packaging-accounting exemption explanation covering, among other points, businesses not required to register for VAT and imported goods exempt from import VAT. The same guidance indicates that VAT-registered economic operators importing packaged goods subject to import VAT generally need to register and account for packaging. This is not a complete classification of every business model.

These sources were checked on 30 September 2026. The Agency stated on 2 September 2026 that GPAIS functionality for foreign producers registering through authorised representatives was still being updated. Because system capability and official interpretation may change, confirm your current position with the Lithuanian authority or a qualified local adviser before import.

Gate 1: identify the operator before discussing artwork

Start with the transaction, not the logo. Record:

  • the Lithuanian legal entity buying or importing the goods;
  • the entity named on customs and commercial documents;
  • who first makes the packaged goods available on the Lithuanian market;
  • whether the goods are for internal use, resale or distribution;
  • VAT registration and the expected import-VAT treatment; and
  • whether a foreign producer or authorised representative arrangement is relevant.

If these answers are uncertain, mark the order hold. YDA Express, the Chinese supplier and the freight provider cannot decide your Lithuanian producer/importer status for you.

Gate 2: map every packaging layer

Ask the 1688 supplier for a packaging bill of materials before approving the final unit price. The list should separate:

  1. product packaging sold with the item;
  2. grouped or display packaging;
  3. transport cartons, inner dividers and protective materials; and
  4. pallets, stretch film, straps or reusable transport packaging where applicable.

For each layer, request material type, unit weight, dimensions, units per carton and who selects or supplies it. Avoid vague descriptions such as “eco box” or “standard export packing.” A paper carton may also include plastic lamination, foam, adhesive, labels and film.

Private labelling can change the packaging decision. If you choose the retail box, logo, instructions, bundle size or protective insert, you need evidence for the approved configuration rather than a generic supplier catalogue.

Gate 3: make the sample prove the record, not only the appearance

The sample approval sheet should include packaging evidence as well as colour and finish.

Ask for:

  • photos of every packaging layer;
  • weights for the empty packaging components;
  • material declarations or specifications where available;
  • a clear unit-per-carton count;
  • label and instruction artwork versions;
  • dimensions and gross/net weights; and
  • confirmation of what will change for bulk production.

Basic warehouse photos can confirm visible packaging and quantities, but they do not establish material composition, laboratory performance or legal compliance. If the packaging claim affects your reporting or product obligations, obtain appropriate documentary or professional evidence.

Gate 4: add packaging data to the purchase order

A verbal promise is difficult to control when production starts. Put the approved packaging configuration into the purchase order or specification attachment.

Include:

  • the approved sample or version number;
  • material and component list;
  • unit and master-carton packing quantities;
  • permitted tolerances where relevant;
  • restrictions on substituting foam, plastic or paper grades;
  • required photos or measurements before shipment;
  • the process for approving a change; and
  • the remedy if packaging differs materially from the approved configuration.

This does not turn the supplier into your Lithuanian compliance representative. It gives you a controllable data trail for your own assessment and records.

Gate 5: calculate what consolidation can and cannot change

Consolidation may remove Chinese domestic courier cartons, combine suitable cases or select a better international shipping carton. It does not erase the packaging placed on the Lithuanian market and does not automatically remove accounting duties.

Separate three questions:

  • Which packaging reaches the final customer with the product?
  • Which transport packaging enters Lithuania with the shipment?
  • Which temporary domestic packaging is removed in China and documented as removed?

If repacking is planned, request before-and-after photos and final carton details. Do not remove product labels, instructions, traceability markings or protective packaging needed for the product. Deposit-release matrix

Use four statuses for each control: ready, conditional, missing or not applicable.

Release the deposit only when every relevant line is ready or has an accepted written condition and owner. “We will solve it before shipping” is not an owner or a deadline.

Questions to resolve before the money leaves

  1. Which entity will place the packaged goods on the Lithuanian market?
  2. Has a local adviser confirmed the current GPAIS path and any exemption claimed?
  3. Do you have material and weight data for each packaging layer?
  4. Does the approved sample match the production packaging?
  5. Can the supplier change packaging without written approval?
  6. Will consolidation remove any layer, and will that removal be documented?
  7. Who owns each missing item, and by what date?

If the first three answers are missing, pause the order. A low 1688 unit price is not a complete landed-cost or compliance decision. The right time to close the information gap is before the deposit reduces your leverage.
