
Qatar businesses buying from 1688 should identify the importer and document owners before payment, then align invoices, origin, packing and final cartons before dispatch.
For a Qatar business, a 1688 order should not begin with a supplier payment. It should begin with four named responsibilities: who will import the goods in Qatar, who will issue the commercial documents in China, who will check the final cartons, and who will submit or support the customs declaration. A China warehouse can receive and prepare goods, but it does not automatically become the Qatar importer or customs broker.
This guide is for small businesses, online sellers and procurement teams testing a supplier or preparing a repeat order. It focuses on commercial-import readiness rather than personal-parcel exemptions, consumer checkout or claims about the cheapest supplier.
Define the transaction before asking for a freight quote
Prepare one purchase brief containing:
- product link and supplier name;
- exact specification, material, model and intended use;
- sample quantity and planned commercial quantity;
- proposed Qatar importer and consignee;
- destination city and full delivery point;
- whether the goods contain batteries, liquids, chemicals, magnets or regulated components;
- any product approval already identified by the importer or broker.
A quote based only on “20 boxes of accessories” is not a dependable import plan. Product description, quantity, final dimensions, transport mode and clearance responsibility can all change the cost and document requirements.
Identify the Qatar importer before supplier payment
Qatar Customs separates personal importation from commercial importation. Personal shipments must be personal and non-commercial, so a business order should not rely on the QAR 1,000 personal-parcel exemption or the recipient's private ID as a shortcut.
Ask the proposed Qatar importer or authorized clearance representative:
- Which legal entity will appear as importer and consignee?
- Is that entity able to import the exact product category and quantity?
- Does the product need approval from another authority?
- Which entry point and customs procedure will be used?
- Which documents must be reviewed before the supplier is paid?
- Who will pay duties, handling and delivery charges not included in the freight quote?

Build the document checklist from Qatar's official import procedure
Qatar Customs' import procedure lists a detailed original invoice and original certificate of origin among the documents attached to the unified customs declaration. It also lists transport documents appropriate to air, sea or land movements. For shipments with multiple items, a packing list is required; it should include HS information and, for chemicals or dangerous goods, the relevant international code information.
Use this as a starting point. The actual importer or broker must confirm what applies to the goods and route. Before payment, assign an owner to each document:
- Detailed commercial invoice: confirm the legitimate issuing party and required product, quantity, value and currency details.
- Certificate of origin: confirm who can obtain the accepted original and when it will be available.
- Packing list: define how supplier packages and consolidated cartons will be recorded.
- Transport document: confirm who books the shipment and who provides the air waybill, bill of lading, delivery order or other applicable record.
- Product permits or approvals: identify the competent Qatar authority and responsible applicant.
- Technical or safety information: collect model, composition, battery or chemical data where applicable.
Do not wait until the goods have reached the China warehouse to discover that the supplier cannot support an accepted document.
Ask for a document sample, not a promise
Request a draft invoice or sample document before paying a new supplier. It should make the transaction understandable: genuine issuing party, buyer, specific product description, quantity, unit and total value, currency and origin information where relevant.
Replace vague descriptions such as “parts,” “accessories” or “samples” with language that identifies the item, material and use. The customs classification must be determined for the actual product; a supplier's suggested HS code is useful input, not final legal confirmation.
If the supplier, purchasing party and export document issuer are different entities, have the importer or broker review that arrangement before payment.
Use samples to reduce product risk, not to bypass import rules
A sample order can help confirm dimensions, color, finish, packaging and visible workmanship. It does not automatically become duty-free, permit-free or personal merely because the quantity is small.
Write a sample acceptance sheet before ordering. State what the warehouse should photograph or measure, such as label text, connector type, material marking, carton protection, dimensions or quantity. Photo inspection is not laboratory testing, certification, authenticity verification or complete functional testing.
If the sample fails, resolve replacement or return while it remains in China. If it passes, keep the approved specifications for comparison with the production batch.
Keep supplier cartons and consolidated cartons traceable
Several 1688 suppliers may deliver at different times and use different product descriptions. Record each domestic tracking number and link it to the supplier, purchase line and expected quantity.
At the warehouse:
- match every arrival to the order record;
- keep unapproved or disputed goods separate;
- compare visible product details with the purchase brief;
- record carton quantity, weight and dimensions;
- decide which packages can be consolidated without losing traceability;
- create final packing information that matches the dispatched cartons.
Consolidation can remove redundant packaging, but it must not obscure which goods are in each carton. Review package consolidation from China before deciding whether mixed suppliers belong in one shipment.
Separate logistics costing from landed-cost responsibility
The 1688 product price is only one part of the decision. Build the expected cost in layers:
- product payment and China domestic delivery;
- purchasing assistance, if requested;
- warehouse handling, requested inspection and packing;
- international freight based on the final chargeable weight;
- export or document handling where applicable;
- Qatar customs duties, permits, broker or terminal charges;
- final delivery and any exceptional storage or inspection costs.
Do not present an estimate as a fixed landed cost until the product classification, final packing, route and importer responsibilities are confirmed. Create a release gate before the goods leave China
Authorize international dispatch only after the importer or representative confirms:
- importer and consignee details are correct;
- invoice, origin and packing information are consistent;
- required approvals have been obtained or their timing is agreed;
- actual cartons match the final packing list;
- product descriptions and declared values are truthful;
- route acceptance and packing are suitable for the goods;
- freight inclusions and destination charges are understood;
- the responsible party for each remaining task is named.
