A sample-to-bulk workflow for Brazilian businesses buying on 1688, covering supplier checks, CNPJ and NCM decisions, commercial-import documents, warehouse inspection and landed-cost planning.
A Brazilian business can source from 1688, but a wholesale order should begin with the import route—not with the lowest unit price. Confirm the importing entity, likely NCM classification, administrative controls, supplier documents and inspection plan before moving from samples to bulk production.

1. Separate a personal test purchase from commercial stock
Brazil’s Receita Federal says an individual may not import goods whose quantity, frequency, nature or variety indicates a commercial or industrial purpose, except for specific categories such as certain rural producers, artisans and artists. Stock for resale should therefore not be disguised as a personal parcel.
International parcels for resale, service provision or industrialisation can be imported by a legal entity under the applicable parcel rules, subject to conditions. Receita Federal states that the accompanying documents must identify the company and CNPJ. The recipient’s CNPJ must be regular. Decide with a qualified customs professional whether the proposed shipment fits a parcel declaration or should use a formal import process.
2. Screen the product through its likely NCM
NCM is Brazil’s Mercosur product classification and affects duties, ICMS, statistics, administrative treatment and possible licensing. Do not ask a supplier to choose the final Brazilian code based only on a short listing title.
Prepare the material, function, composition, dimensions, model and intended use. Check the likely NCM and its administrative treatment in the official Portal Único/Siscomex tools. If the product requires licensing or approval by Anvisa, Anatel, MAPA, Inmetro or another authority, resolve that gate before ordering commercial quantities. Receita Federal notes that parcel declarations for companies are only available when the goods are not subject to import licensing under that route.
3. Verify the supplier before paying
Match the Chinese legal entity, quotation, payment recipient and invoice information. Ask whether the seller is a factory or trader, who will manufacture the goods, and which entity will issue the commercial documents. The 1688 supplier-verification checklist gives a structured pre-payment review.
Send a written purchase specification covering materials, dimensions, colours, tolerances, packaging, labels, accessories, quantity and required documents. A low quote is not comparable if tooling, domestic freight, packaging or tax treatment is missing.
4. Use a sample-to-bulk approval gate
Start with a sample or controlled test order. When it reaches the China warehouse, compare observable details against the written specification and retain reference photos. A basic receiving check can identify quantity, colour, visible damage and packaging, but it is not laboratory testing, a production audit or Brazilian certification.
For customised goods, define who approves the pre-production sample and what approval starts mass production. After production, use a risk-appropriate inspection plan. Do not use one good sample as proof that every bulk unit will match.
5. Build a document pack before export
The required set depends on the route and product, but a working file commonly includes:
- commercial invoice with the legal buyer, seller, accurate description, quantity, unit value, total value and currency;
- packing list with carton count, net and gross weight and dimensions;
- transport document for the chosen service;
- purchase order, specification and payment evidence;
- CNPJ and recipient details matching the declaration;
- product licences, certificates or technical files when required; and
- the reviewed NCM and import instructions from the responsible customs professional.
Receita Federal allows the international-parcel declaration description in Portuguese, English or Spanish, but it must still identify the goods accurately. Avoid generic descriptions such as “accessories” when the product can be described precisely.
6. Choose payment and ownership deliberately
The party that places the 1688 order controls the platform order and usually receives any platform refund. Compare direct payment and purchasing assistance based on order ownership, currency conversion, supplier communication, returns and documentation—not only a headline fee. Keep the purchasing amount separate from the landed-cost estimate:
goods + China delivery + payment/purchasing fees + samples/tooling + inspection + export packing + international freight + insurance + import taxes + brokerage/clearance + domestic delivery
7. Consolidate only compatible orders
Combining several suppliers can reduce duplicate outer packaging, but mixed products may have different NCM codes, licensing requirements or transport restrictions.
