Use a sample-to-deposit approval gate for 1688 wooden toys sold in Denmark: define the importer, verify CE and EN 71 evidence, traceability, warnings and production controls.
Buying Wooden Toys from 1688 for Denmark: Check CE, EN 71, Traceability and Warnings Before the Deposit
Do not pay a bulk-production deposit for wooden toys simply because an 1688 supplier sends a photograph of a CE mark or a report with “EN 71” in the filename. For Denmark, the commercial buyer needs a product-specific evidence package, a traceable approved sample and a written rule for changes between the sample and the production batch.
This guide is organised as a deposit approval gate. Its outcome is not “learn more”; it is one of four decisions: approve the deposit, hold it, reject the supplier, or send the file to a product-compliance specialist.
Define the product and the responsible importer first
Write one sentence describing exactly what will be sold: product name, intended play function, intended age group, materials, coatings, included accessories and model number. A decorative wooden object, a child-care article and a toy can fall under different requirements. If the item's intended function is play by children under 14, do not try to avoid toy obligations by calling it décor.
Then identify the business that will place the goods on the EU market from a non-EU country. For a Danish buyer importing directly from China, forwarding the shipment does not transfer the importer's product responsibilities to the Chinese warehouse or carrier.
The European Commission explains that importers may place only compliant toys on the EU market. They must verify the manufacturer's conformity procedure and technical documentation, retain the EC Declaration of Conformity, check CE marking and traceability, add their own name and address, and ensure required instructions and warnings accompany the toy. Review the Commission's toy market-placement duties before negotiating the order.
Gate 1: match the report to the exact toy
Ask the supplier for the complete test report, not only a cover page or cropped screenshot. “EN 71 tested” is incomplete because the applicable assessment depends on the toy, its materials and hazards.
Compare the report with the proposed product:
- legal manufacturer name and address;
- product name, model and photographs;
- wood species or engineered-wood type;
- paint, ink, varnish, glue and other coatings;
- dimensions, detachable parts and accessible cords;
- magnets, batteries, electronics or sound components;
- intended age group and foreseeable use;
- tested standard editions and report date;
- laboratory identity and report number.
If the report shows a different shape, colour system, coating supplier or model family without a defensible link to your product, mark the evidence as unresolved. A report belonging to another customer's toy is not a shortcut.
Gate 2: review more than EN 71-1
EN 71-1 is associated with mechanical and physical properties, but a wooden toy decision may also involve flammability and migration of certain elements, depending on the materials and intended use. Other rules can apply when a toy contains electrical functions, batteries, magnets, textiles, packaging or substances subject to chemical restrictions.
Ask a competent specialist to define the applicable standards and tests for the exact product. The supplier should not select the testing scope only because it is the least expensive package offered by a laboratory.
For coated wooden toys, document every paint and varnish colour. A test on an uncoated sample does not automatically cover a later painted version. If the bulk order changes a pigment, glue, finish, wheel, axle or cord, require a change assessment before shipment.
Gate 3: build the traceability and warning artwork
The production file should show where each mandatory identity element will appear. At minimum, confirm:
- CE marking placement and durable size;
- manufacturer name and postal address;
- Danish importer name and postal address where required;
- model, batch, type or serial identifier;
- age grading and specific warnings supported by the risk assessment;
- instructions and safety information in the language required for the Danish market;
- packaging layout that matches the approved product.
Do not add a “0–3” warning as decoration or use it to market a toy to babies when the design is not suitable. Warnings must not contradict the intended use. Keep an artwork approval version number so that the factory cannot print an earlier draft.
The CE mark itself is not an approval certificate issued by the EU. It represents the manufacturer's declaration that the product complies with applicable requirements. The technical file and real production control must support it.
Gate 4: freeze a reference sample before the deposit
Approve one physical sample and record it as the reference. Create a compact sample sheet containing:
- photographs from every side;
- exact dimensions and weight;
- material and coating codes;
- colour references;
- accessible-part and small-part observations;
- pull, rotation or functional checks agreed with the supplier;
- label and packaging artwork version;
- test report and declaration references;
- signed approval date and approver.
Seal or otherwise identify the retained reference sample. The supplier should keep one, and the buyer or its inspection representative should retain matching evidence. “Same as the sample” is useful only when the sample is defined.
Basic warehouse photographs can confirm visible appearance, quantity, labels and accessories when accessible. They cannot replace laboratory testing, a factory audit or a production inspection designed around the toy's safety risks.
Gate 5: put change control into the purchase order
An 1688 chat message can disappear into a long conversation. Put critical conditions in the purchase order or production agreement:
- no material, coating, glue or component substitution without written approval;
- bulk goods must match the identified reference sample;
- specified test evidence and declaration must be delivered before balance payment;
- labels and packaging must use the approved artwork version;
- buyer may inspect the lot before final payment or release;
- non-conforming goods must be corrected or handled under an agreed remedy;
- cartons must carry model, quantity and batch information that matches the packing list.
Avoid impossible language such as “supplier guarantees all EU laws forever.” Define observable deliverables, change notifications and a practical remedy.
Gate 6: separate product approval from shipping approval
A toy can be legally documented but poorly packed, or packed well but not compliant. Approve these streams separately.
For transport, request carton quantity, gross and net weight, carton dimensions and final carton marks. Protect painted surfaces from abrasion, prevent wheels or pegs from striking each other, control moisture where appropriate and avoid mixing paperwork between models. Include Danish import and VAT responsibilities in the cost file
A Danish business importing goods from outside the EU normally needs to be registered as an importer and account for import VAT under the applicable rules. Customs classification, origin, value and any duty must be supported by the real transaction and goods. Denmark's general VAT rate is 25%, but the business treatment and deductible input VAT depend on the buyer's circumstances.
Review the Danish Tax Agency's guidance on buying goods from non-EU countries and obtain professional advice for the actual import. Do not ask a supplier or forwarder to change the HS code or understate value to avoid a regulator or tax.
Decide the deposit outcome
Approve
Approve the deposit only when the importer is defined, product identity is frozen, test evidence plausibly matches, conformity and traceability documents have owners, artwork is controlled, change rules are written, and the inspection and transport plans are feasible.
Hold
Hold when the seller can probably close a gap but a full report, declaration, material specification, warning text, importer label, reference sample or production term is missing. Set a deadline and do not let a low-price promotion override the gate.
Reject
Reject when the supplier refuses model-specific evidence, offers another customer's report, changes materials without control, treats CE as a purchased sticker, or will not identify the actual manufacturer.
Escalate
Escalate to a toy-compliance specialist or testing body when the product category, age grading, test scope, chemical risk, technical file or warning language cannot be resolved by documentary review.
