
Received a customs bill for a China parcel in Canada? Separate taxes from courier fees, check the paperwork and decide whether self-accounting fits your shipment.
A customs bill does not mean every line on it is a tax. For a parcel arriving in Canada from China, first separate the government's duties and taxes from the carrier's service charges. Then decide whether you need an explanation, a correction, or help arranging self-accounting.
This guide is for personal purchases arriving by courier. Postal parcels follow their own process; goods for resale or business use need a commercial-import review. Policy sources checked on October 6, 2026.
Start with the bill, not the total
Ask the courier for an itemized invoice and the customs accounting reference. Match them to your tracking number. A text message with only an amount is not enough to explain how the charge was calculated. Open the carrier's official tracking or payment service yourself rather than relying on an unfamiliar payment link.
Put each line in one of these groups:

The CBSA distinguishes courier clearance charges from duties and taxes. A carrier's charge is not a government tax simply because it appears on the same bill.
“I already paid shipping”—check what that payment covered
Look at the quotation and your payment record. The YDA shipping calculator can help you request a transport estimate; confirm destination charges separately. Was it transport only, or did it expressly include destination duties, taxes and clearance services? Ask the sender or forwarding company to identify the agreed coverage in writing. Do not assume a quote saying “shipping included” answers all four questions.

Check the value and tax basis before disputing a charge
Compare the invoice with the goods you actually bought: description, quantity, currency, paid price and origin. The supplier's suggested HS code is a starting point, not the final Canadian classification. Duty can differ by product and origin; some goods are duty-free while others attract additional measures.
For eligible shipments sent directly from China by mail or courier, the general duty-and-tax relief threshold is CAD 20 in value for duty. Above it, applicable charges are not limited to the excess over CAD 20. Alcohol, tobacco and other prescribed goods have exceptions. The higher courier thresholds for shipments imported from the United States or Mexico must not be applied automatically to a China shipment. See the CBSA threshold rules, including the rules introduced under CUSMA on July 1, 2020. Relief is not permission to skip declaring the goods.
The federal GST rate is 5%; HST or other provincial taxes may also matter. Ontario's general HST is 13%, and Nova Scotia's is 14% following its April 1, 2025 change. Those are rate references, not a tax quote for your product. Check the current CRA rates and any product exemption. The CRA import rules explain that federal import tax uses the Canadian-dollar value including applicable duty and excise tax. Do not just multiply your whole shopping-and-shipping payment by a percentage. Ask which customs value and tax base were used.
Is self-accounting worth arranging?
Self-accounting means handling the applicable duty-and-tax payment yourself through a CBSA office offering that service. It does not make the goods tax-free. Before changing the delivery arrangement, check these four points:
- Purpose: are these genuinely personal-use goods, rather than resale stock or equipment for business use?
- Status: has the courier already accounted for the shipment or paid the taxes? Ask what options remain at this stage.
- Practicality: can a CBSA office offering public accounting services handle your shipment, and can you attend with the required documents?
- Cost: which specific administrative charges could change, and which charges would still apply? Compare that with travel, time and any agreed holding costs.
If the saving is uncertain or the office trip is difficult, asking the courier to handle the shipment may be the more practical choice. Do not assume that every courier charge disappears.
Arrange the handover with the courier
Contact the courier before arrival where possible. You can write:
This is a personal-use shipment. I would like to ask about self-accounting. Please confirm its current customs status, the documents I need, the delivery/holding arrangements and which charges would still apply.
For the CLVS process, CBSA says an advance arrangement means the courier issues a separate manifest. Its arrival instructions describe declining delivery while informing the courier that you will pay CBSA yourself and provide the approved paperwork. Agree on the next steps first: simply refusing or ignoring the parcel does not complete self-accounting and can leave the delivery unresolved.
Take the shipment/tracking identification, commercial invoice or receipt and personal identification to a CBSA office that offers the service. Confirm its location, hours and ability to handle the shipment before travelling. After payment, send the official receipt and required approved documents to the courier and agree on delivery. A third-party representative needs the authorization documents specified in the CBSA self-accounting instructions. Never send identity documents to a number you have not verified.
If you have already paid, choose the right correction route
For a possible valuation or classification error, collect the original sales receipt, customs accounting document, proof of duty-and-tax payment and evidence showing the discrepancy. The CBSA document checklist changes with the reason for the claim. A returned product also needs the required seller refund/credit and export evidence; a tracking number alone may be insufficient.
Check the personal-import refund and adjustment process, including the current B2G form instructions and submission deadline for your reason. Sending a claim does not guarantee approval. Brokerage and courier-service refunds must be discussed with the carrier or broker; CBSA does not refund those private service charges. Postal handling fees have their own limited refund conditions, so do not treat the courier and postal processes as interchangeable.
Pause if the issue is the product itself
Tax payment does not establish that an item may legally enter Canada. If the notice concerns a permit, product safety or a restriction, ask what precise requirement is missing before sending more money. Medicines, cosmetics and some consumer goods require a category-specific review under Health Canada's import framework. For plug-in electrical products, check the product's Canadian certification mark and its exact power specifications using Health Canada's buying guidance; a plug adapter does not prove compliance.
This bill-checking guide does not approve any particular product, licensed import or transport route. Battery or liquid carriage acceptance is also separate from Canadian admissibility. For regulated goods or commercial use, get the appropriate importer or professional involved.
Before the next parcel leaves China, ask who handles Canadian clearance, which destination charges are included and what records you should keep. Recheck current rules and the available route before dispatch.
