A practical decision worksheet for Belgian buyers comparing separate parcels with China-warehouse consolidation, including chargeable weight, IOSS, the temporary EUR 3 item duty and bpost customs handling.
Combining several China orders into one carton can reduce repeated international shipping charges, but it is not automatically the cheapest or safest choice for Belgium. The correct decision depends on item count, customs value, packed dimensions, whether VAT was collected correctly, product restrictions and whether any order may need to be returned.
This article is a pre-shipment worksheet for an individual buyer in Belgium who already has, or plans to place, several orders from Chinese marketplaces. It is not a tax ruling or a promise of customs clearance. Rules and carrier charges can change; the customs points below were checked on 28 September 2026 against European Commission and bpost guidance.

This is a screening tool, not a universal rule. Obtain both packing results and route eligibility before approving the international shipment.
Record four numbers before choosing
Do not compare only the sellers' domestic shipping charges. Record:
- the number of purchase orders and sellers;
- the number of individual items, not only the number of parcels;
- the intrinsic value and payment evidence for each order;
- the expected packed weight and outer dimensions after any repacking.
The fourth number matters because many international services charge the higher of actual weight and dimensional weight. A warehouse can remove unnecessary retail cartons where appropriate, but protective packaging must not be sacrificed merely to make a parcel smaller. Why item count now affects the Belgium calculation
European Commission guidance states that, from 1 July 2026, a temporary EUR 3 customs duty applies per item to qualifying distance sales of imported goods in consignments not exceeding EUR 150. It replaces the former customs-duty relief for the affected low-value transactions. The duty is based on items, so placing several goods inside one outer carton does not by itself turn several items into one item.
IOSS remains relevant to VAT collection for eligible distance sales not exceeding EUR 150, but IOSS does not mean that every cost has been prepaid or that every order is correctly declared. Check the checkout record, seller invoice and shipment data instead of relying on a platform logo or an old tutorial. See the European Commission guidance on the EUR 3 duty and its IOSS overview.
If VAT was not paid correctly to the webshop, bpost explains that it may collect VAT, customs duties and customs-formality costs before presenting the parcel to Belgian customs. Payment requests should be checked through official bpost channels. Read the current bpost customs process before authorising a route that will enter the postal network.
When consolidation can improve the result
Consolidation is worth pricing when several sellers ship only within China, when duplicate packaging creates avoidable volume, or when you need one receiving record before export. A China warehouse can help match parcels to orders, take requested basic photos, hold eligible goods while other orders arrive and repack suitable items together.
Ask for a proposed packing result before approval. The useful comparison is not “five parcels versus one parcel”; it is:
- total international freight for separate parcels;
- freight for the consolidated carton using its final chargeable weight;
- repacking or optional service charges;
- expected customs, VAT and handling treatment;
- the cost of losing an easy domestic return path.
Consolidation is attractive only when the combined operational saving exceeds the added weight, risk and service cost.
When separate shipping is safer
Keep an order separate when its product eligibility is uncertain, its seller evidence is incomplete, or you may reject it after inspection. Separate shipping can also protect compliant ordinary goods from being delayed by one battery, liquid, magnetised item or product requiring a different route.
Do not split or combine shipments merely to avoid a value threshold or declaration requirement. Customs value and transaction evidence must remain accurate. If the goods are for resale or repeated commercial activity, stop using a personal-shopping assumption and obtain advice for the business import instead.
Use a landed-cost worksheet, not a shipping quote
For each option, calculate:
Product payments + China domestic delivery + purchasing or warehouse services + international freight + insurance if selected + customs duty + import VAT + customs-formality charges + local delivery or return cost.
Use quoted figures only where the provider has confirmed them. Leave an unknown field visible instead of replacing it with a guessed percentage. For import VAT, remember that the taxable base may include customs value, duties and certain transport or supplementary costs; final treatment depends on the shipment and declaration.
