A pre-order workflow for Argentine legal entities receiving genuine samples from Chinese suppliers, covering MUESTRA100, INUMUE, value thresholds, documents and warehouse checks.
An Argentine company can use China supplier samples to approve material, dimensions, color or workmanship before a larger order, but the shipment should be defined as a genuine sample before it leaves China. The 2026 Argentine courier framework distinguishes samples without commercial value from personal small shipments, laboratory-testing samples and ordinary commercial inventory.
For samples without commercial value, ARCA’s current summary identifies MUESTRA100 when the customs value does not exceed USD 100 and INUMUE when it exceeds USD 100. The sample regime is for legal entities, subject to the applicable conditions, with a general ceiling of 50 kg and USD 3,000 per courier shipment. These codes are not labels that a buyer should add without the courier’s confirmation.
Policy checked on 27 September 2026 against ARCA General Resolution 5883/2026, the current courier summary and the special-regime annex to General Resolution 5608. Confirm the implementation and declaration procedure with the acting courier before dispatch.
First decide whether the goods are really samples
A supplier calling an item “sample” on a proforma invoice does not settle its customs treatment. The shipment should have a demonstrable purpose: showing the product for a potential commercial operation or serving as a model for projected production. Quantity should be usual for that purpose, not enough to look like stock for sale.
ARCA’s sample provisions also refer to rendering the sample unusable under the applicable definition. Do not damage, mark or alter the product based only on a general article. Ask the acting courier what treatment and evidence are required for the exact sample, especially when the unit must remain functional for fit, performance or customer approval.
If the goods are intended for accredited laboratory testing or product certification, do not assume the ordinary commercial-sample treatment applies. ARCA lists a separate laboratory-sample regime and declaration route. Likewise, saleable inventory belongs in the appropriate commercial import process.
Confirm the Argentine consignee before ordering
The sample-without-commercial-value route described by ARCA is exclusive to legal entities. Confirm the company’s legal name, tax identification, address and responsible contact with the courier before the Chinese supplier prepares the airway bill or commercial document.
The company should decide who owns the sample, who can answer a customs query and who is responsible for any destination procedure. A buying agent, supplier and freight provider can each hold different documents. Align those roles before payment so the consignee does not discover after arrival that the invoice party and shipment party do not match.
Use the USD 100 threshold correctly
ARCA’s July 2026 summary states that a qualifying sample with a customs value of up to USD 100 may use the special allowance associated with MUESTRA100. A qualifying sample above USD 100 uses INUMUE, within the general maximum of USD 3,000 and 50 kg for this courier sample route.
Do not ask the supplier to lower the invoice merely to fall below USD 100. The value must be supportable. “No charge” on a supplier invoice does not mean the sample has zero customs value; production cost, normal value, freight arrangements and the courier’s declaration requirements still need a coherent record.
Request the courier’s written confirmation of the intended code and the cost items that may still apply. A special sample treatment is not a promise of zero freight, zero handling, zero tax or automatic clearance.
Build the sample file before the supplier dispatches
Prepare one consistent pack of information:
- supplier legal name and contact;
- Argentine legal-entity consignee details;
- clear product description, material, model and quantity;
- sample purpose and the future product decision it supports;
- proforma or commercial invoice with a defensible value;
- country of origin and China pickup address;
- gross weight, packed dimensions and number of pieces;
- battery, liquid, powder, magnet or other transport attributes;
- intended MUESTRA100 or INUMUE treatment, confirmed by the courier; and
- instructions if Customs or the courier requests another document.

Approve an observable warehouse check
Write sample acceptance points that a warehouse can actually observe: unit count, visible model, color, dimensions, label, included accessories and obvious external damage. A request such as “check quality” is too broad.
Warehouse photos cannot certify material composition, electrical safety, regulatory compliance, laboratory performance or long-term durability. If a technical test is essential, define it with the supplier or an appropriate specialist before the shipment is treated as ready. Keep the sample decision separate from the bulk order
Do not let the supplier dispatch production stock because the sample parcel has left China. Set a written approval gate: receive the sample, record the findings, resolve deviations and only then approve a purchase order for production.
Keep the future commercial order outside the sample carton. Combining saleable units from another supplier may change the apparent purpose, value and declaration. If the sample fails, document whether it will be returned, replaced, retained or disposed of before the seller’s remedy window closes.
