Buying snacks for yourself is not the same as a parcel shipped by an individual. Check the sender, ingredients and Prior Notice arrangements before forwarding food purchases to the USA.

If you buy snacks on Taobao or Pinduoduo for delivery to the United States, do not assume that personal consumption removes the need for food-import paperwork. First identify who will actually ship the food, then check the ingredients and the applicable notification arrangements. Writing “gift” on the parcel does not settle any of those questions.
Policy checked: October 31, 2026. This article covers packaged snacks ordered online and sent separately by parcel. It does not give traveler-baggage allowances or instructions for starting a food-import business. The cover is an AI-generated illustration.
The same snack can arrive through different transactions
You order from a store and the store ships it. Even if you will eat it yourself, the store is the shipper. Do not classify the shipment as individual-to-individual merely because the recipient is a person.
A friend purchases food and personally sends it to you. There may be a relevant non-commercial-shipping policy, but it is not a universal legal exemption. FDA's gift policy distinguishes these arrangements and describes enforcement discretion. The shipper and transport carrier are different roles.
Several sellers deliver to a forwarding warehouse. Ask who will be identified as shipper and who handles the food information. Do not assume that using an agent or warehouse reproduces the friend-to-friend situation. Where the arrangement is unclear, obtain confirmation from the carrier, entry filer or FDA before dispatch.
The snacks are for sale or business distribution. Stop using a personal-order checklist. An importer must separately assess the applicable food-business obligations. FDA's food-import overview is the starting point, not evidence that a retail purchase is ready for commercial import.
For general packaging and shelf-life planning, use the existing food forwarding checklist. This article's task is to resolve the U.S. transaction and notification questions first.
“Factory sealed” does not answer the ingredient question
Before checkout, ask each seller for the complete label of the exact flavor and package size. Keep the manufacturer, origin, processing information where relevant, net weight, unit count, storage instructions and expiry details.
Review seasoning packets and fillings too. A product name such as “spicy noodles” is not an ingredient list. Flag meat or poultry, animal extracts, egg or dairy, seeds, fruit and other plant material for a product-specific agricultural review. USDA APHIS specifically warns about agricultural items in courier parcels, including animal-origin snack ingredients.
These are review flags, not a statement that every food in a category is prohibited. The answer depends on the actual product and applicable conditions. A seller saying “cooked,” “vacuum packed” or “other customers received it” does not establish admission.
Settle Prior Notice before booking transport
Prior Notice is advance food-shipment information sent to FDA. Where required, establish who submits it and keep the confirmation linked to the actual food. FDA describes filing through ABI/ACE or its PNSI system. Submission is not a guarantee that the food will be admitted.
Ask the proposed carrier or entry filer:
- Does this transaction require Prior Notice, and on what basis?
- Who files it, and what product and manufacturer details do they need?
- When must the data be supplied for this mode of transport?
- What happens if a flavor, quantity or dispatch plan changes?
Do not send first and hope that a missing filing can be fixed at arrival. FDA's personal-import guidance says personal-use food may require Prior Notice. Rules for food accompanying a traveler do not automatically apply to a separately forwarded online order.
Build one product list before the warehouse combines anything
Use one row per product and flavor:
| Product record | What to retain |
|---|---|
| Identity | Order link, exact flavor, manufacturer, origin and full label photos. |
| Quantity and condition | Units, net weight, expiry, seal and any storage requirement. |
| Shipment responsibility | Recipient, actual shipper, route and notification contact. |
| Review result | Accepted for this plan, awaiting evidence, or excluded from this dispatch. |
Request warehouse photos of labels, dates, seals and visible damage as agreed. YDA's basic visible checks cannot test ingredients, certify food safety or replace FDA/USDA decisions. Do not remove original labels or mix unidentified food into unmarked bags. Keep unresolved items out of a shipment that has otherwise been checked.
If a snack requires refrigeration, do not approve a standard parcel route without confirmed temperature control. Check the domestic return window promptly; expiry continues while other purchases are arriving.
A gift description does not determine the customs bill
Declare the actual food, quantity and supported value. Duty depends on classification, origin, valuation and applicable measures; there is no single “snack tax.” Consult the current U.S. Harmonized Tariff Schedule through the entry filer. The CBP postal update also means you should not budget on an automatic $800 low-value exemption. An informal-entry threshold is not a tax-free allowance.
Ask for transport, packing, notification or clearance charges, carrier fees and duty estimates separately. The exact food and entry method are not specified here, so a rate or final amount would be misleading. FDA notification treatment and customs duty treatment are separate questions; do not relabel a purchased order to obtain either.
Send the product list to the YDA service enquiry before purchase and ask whether those exact foods can be accepted and whether filing support is available. Do not assume YDA supplies a regulated-food import service or acts as the responsible importer. If the ingredients, sender or filing responsibility remain unclear, pause. Recheck the received products and repeat the policy-and-route review immediately before dispatch, since agricultural restrictions, notification procedures, tariffs and transport acceptance can change.
