
Before paying for a first 1688 sample order to Romania, separate the roles of buying agent, freight forwarder and importer, then confirm EORI, supplier evidence and the sample-to-bulk approval gate.
A first 1688 sample order looks small, but it creates several decisions that a product page cannot answer. Who communicates with the supplier? Who checks the parcel in China? Who appears as the importer in Romania? And does the person or company receiving the shipment need an EORI number?
The safest approach is to separate those responsibilities before paying. A buying agent, a freight forwarder and an importer can cooperate, but they are not the same role. When one role is assumed rather than assigned, refunds, customs data and the move from sample to bulk order become harder to control.

The three roles in a 1688 sample order

One company may perform more than one service, but the responsibilities should still be written separately. “The agent handles everything” is not a useful operating instruction.
Before choosing a provider, decide who controls the 1688 account, payment record, supplier chat, refund request and domestic tracking number. If a third party orders on your behalf, ask what evidence you will receive and what happens if the sample is wrong.

Do you need an agent, EORI, or both?
They solve different problems.
An agent may help with the China-side transaction: account access, payment, supplier communication, warehouse receipt and international dispatch. EORI is an EU customs identifier. It does not buy goods, inspect samples or act as a freight service.
Romanian Customs describes EORI as the unique identification number used by economic operators and, in specified cases, other persons in customs operations across the European Union. A person or business established in Romania normally applies through the Romanian customs authority. See the Romanian Customs EORI information for the current process and scope.
A simple decision framework is:
- Personal, occasional sample: confirm with the carrier or customs representative what identification is required for that exact shipment. Do not assume that the word “sample” removes VAT, declaration or product requirements.
- Romanian business testing a supplier: prepare the business importer details and check EORI before dispatch, not after the parcel is held.
- Repeated or commercial imports: define the importer of record, customs representative and product-compliance owner before approving a bulk order.
- Agent-assisted purchase: use the agent for agreed China-side work, but keep the Romanian importer decision separate.

A sample is still a real import
A supplier may call an item a “free sample,” but customs needs a truthful description and value basis. A nominal label does not make the goods invisible to customs.
Romanian postal guidance states that goods arriving from outside the EU require electronic customs data. For low-value e-commerce consignments, the postal process may use the H7 data set, depending on the shipment. The declaration still needs usable information such as sender and recipient details, goods description, value, tariff information, freight or insurance where relevant, currency and IOSS details when applicable. A description such as “sample,” “accessory” or “gift” is too vague. Record what the product is, what it does, what it is made from, how many units are included and the genuine transaction value. If the supplier provides a discount, preserve the invoice and payment evidence explaining it.
What to collect before paying
Create one folder for the sample and keep these records:
- Supplier legal or store identity and the exact product-page link
- Agreed model, specification, material, color, size and quantity
- Pro forma invoice or commercial invoice draft
- Unit price, China domestic freight and any agent service charge shown separately
- Payment proof and the 1688 order number
- Supplier conversation covering the sample specification
- Expected China domestic tracking number
- Product photos, labeling details and packaging requirements
- Any compliance documents the product category may require
- The proposed consignee, importer and customs-contact details

Choose one operating model
Model 1: You place the order; a warehouse forwards it
This can work when you can operate 1688, pay the supplier and handle disputes. The warehouse receives the domestic parcel and dispatches it internationally.
Confirm the warehouse can match the parcel to your account, photograph the outer package, record weight and dimensions, and hold the item while you decide. A receiving photo is not a technical quality inspection.
Model 2: A buying agent places the order and arranges forwarding
This is useful when payment, Chinese-language communication or supplier follow-up is the main obstacle. Ask who owns the order account, how refunds are returned, which records you receive and whether inspection is visual or specification-based.
The agent should not be described as the Romanian importer unless a separate, legally valid arrangement says so.
Model 3: Your Romanian business imports through a defined commercial process
This model is more appropriate when the sample is the first step toward repeat orders. Confirm EORI, importer details, customs representation, product compliance and record retention before dispatch.
A formal process may feel excessive for one unit, but it exposes problems while the financial risk is still small.
Build a sample-to-bulk approval gate
Do not approve a bulk order simply because the sample arrived. Use a written release gate.
1. Identity check
Does the model, material, color, size and quantity match the confirmed order? Compare the item with the listing and supplier messages.
2. Functional or fit check
Test the product for its intended use. For clothing, record garment measurements rather than relying only on a size label. For powered products, confirm voltage, plug, ratings and documentation relevant to the EU market.
3. Visible-condition check
Record scratches, stains, broken seals, missing accessories and packaging damage immediately. Photos taken at warehouse receipt and after delivery help distinguish supplier issues from transit damage, but they do not prove hidden quality.
4. Landed-cost check
Separate product cost, China domestic delivery, agent service, international transport, import VAT or duty, customs representation and destination processing. Use actual quotations and official tariff information; do not copy a percentage from an unrelated product.
5. Compliance check
A successful physical delivery is not evidence that the product is lawful for repeated sale. Check labeling, safety, intellectual-property and category-specific EU or Romanian rules before scaling.
6. Claim-path check
Know the deadline and evidence required for a supplier claim. If the item must be returned inside China, decide who can receive the refund and who pays the return freight.
When consolidation helps—and when it does not

Consolidation does not turn different products into one product. Each item still needs a truthful description, value and classification. It can also delay the first sample while you wait for later parcels. For a time-sensitive decision, sending one decisive sample separately may be more useful than maximizing packing efficiency.
Do not mix batteries, liquids, magnets, branded goods or other sensitive items into a parcel until the forwarder confirms route eligibility. A warehouse's ability to receive an item does not guarantee that every international route can carry it.

Frequently asked questions
Is an EORI number the same as a tax number?
No. EORI is a customs identification number used for customs operations in the EU. A business may also have tax and VAT registrations, but they serve different purposes.
Can an individual in Romania import one 1688 sample without an agent?
Potentially, if the buyer can place and pay for the order and arrange a compatible shipping route. The carrier or customs representative should confirm the identification and declaration requirements for the shipment.
Does writing “sample” avoid Romanian import VAT?
No. A sample label alone does not remove customs declaration or tax requirements. The declaration should use a truthful product description and supported value.
Can the China warehouse inspect quality?
A warehouse can provide agreed receiving checks and photos. Technical testing, laboratory assessment or EU compliance verification requires a separately defined service or qualified specialist.
Should I obtain EORI before the sample ships?
