Before sending new Pinduoduo clothes from a China warehouse to the Philippines, reconcile FOB/FCA value, de minimis relief, IPC and the actual carrier or clearance fees.

A parcel of new Pinduoduo clothes can qualify for Philippine duty and tax relief and still attract processing or service charges. Before approving international dispatch from a China warehouse, ask for a bill that separates the goods' customs value, the Import Processing Charge (IPC), and the carrier or agent's own fees. “Under PHP 10,000” is not a complete quotation.
Policy checked: 2 November 2026. This guide is for an individual sending new, ordinary clothes for personal use through a China forwarding warehouse. Use it to build one shipment's cost record before booking transport.
Confirm what the clothing actually is
Keep the selected Pinduoduo variants, quantities, prices and descriptions showing that the garments are new. Ask about unclear terms such as second-hand, used stock or mixed clothing lots. A “vintage style” description does not, by itself, establish whether an item is new or used.
Philippine RA 4653 enforcement guidance prohibits commercial importation of used clothing and rags. Do not mix a resale order of used clothes into an ordinary-new-clothing request. That rule's commercial scope also should not be rewritten as a universal ban on every used personal garment. If condition or purpose is unclear, obtain a specific answer before dispatch.
Heated garments, battery accessories or other special contents need a separate assessment. Keep those out of this ordinary-clothing calculation until their product and transport requirements are confirmed.
Use the Philippine value test, not a guessed delivered total
BOC's e-commerce order, CAO 01-2025, defines the de minimis threshold as an FOB or FCA value not exceeding PHP 10,000, under which duty and tax are not collected for qualifying goods. It is not a CIF test that simply adds international freight and insurance to the threshold amount. Low value does not remove examination or product controls that apply to the actual goods.
However, the Pinduoduo checkout total is not automatically the customs FOB/FCA value either. Send the actual order, payment, discounts and separately charged delivery information to the clearing provider. Ask how it derives the Philippine declared value, which costs it includes, and which currency conversion it uses. Keep international freight and insurance as visible lines rather than silently adding or deleting them. BOC can examine the value and evidence.
If the goods do not qualify for relief, request a separate duty and import-VAT estimate. There is no single clothing duty rate: fibre, garment construction, origin and the applicable tariff matter. Use the Philippine Tariff Finder for the product-specific review. The standard import VAT rate is 12%; its base includes the BOC value used for duties, applicable duty, excise where relevant and other legally included charges, as the official 2026 investment guide explains. Do not add 12% import VAT to an otherwise qualifying de minimis shipment just because this general rate exists.
Ask who will actually clear the goods
A personal recipient is not necessarily clearing the shipment personally. A broker, forwarder, express operator or authorised representative processing it for you belongs to the third-party category in CAO 02-2025's IPC schedule. BOC confirms the updated order took effect on 15 June 2025.
For qualifying de minimis goods, the schedule distinguishes:
| Actual clearance arrangement | FOB/FCA goods value | IPC |
|---|---|---|
| Third party | Up to PHP 2,000 | PHP 50 |
| Third party | Above PHP 2,000, up to PHP 10,000 | 2.5% of that goods value |
| Genuine direct/personal clearance | Up to PHP 5,000 | No IPC |
| Genuine direct/personal clearance | Above PHP 5,000, up to PHP 10,000 | PHP 125 |
Third-party IPC is assessed per ultimate consignee, meaning the final recipient behind a consolidator. The direct/personal schedule is per consignment note. Ask the provider to identify the relevant recipient, shipment reference and calculation; do not multiply a fee by the number of Pinduoduo orders without an explanation.
Hypothetical IPC calculation: assume BOC accepts an FOB/FCA value of PHP 8,000 for qualifying new clothes handled by a third party. IPC is PHP 8,000 × 2.5% = PHP 200. It is not 2.5% only on the amount above PHP 2,000. This example calculates IPC alone; it is not a product price, freight quote or complete clearance bill.
Do not choose the direct-clearance row merely because it looks cheaper. First confirm whether genuine personal clearance is available for your actual route and what you must do. An agent acting for an individual does not turn into direct personal clearance. Other lawful document charges and private handling fees can remain payable.
Put the quotation beside one shipment record
Use a short record before paying for international transport:
| Record line | Evidence or answer to keep |
|---|---|
| Clothes actually sent | New condition, description, selected variants and quantities |
| Purchase amounts | Orders, payment evidence, currency and genuine adjustments |
| Declared FOB/FCA value | Provider's calculation and supporting records, subject to BOC review |
| Responsible filer | Named party, actual clearance arrangement and ultimate consignee |
| IPC | Schedule, value basis and calculation; state if already included |
| Other costs | China handling, packing, freight, insurance, clearance services and Philippine delivery, separately identified |
Link the garments in this record to the actual outbound package. The Pinduoduo warehouse receiving guide helps connect seller orders and domestic parcel numbers. A wallet top-up or combined account balance does not explain every garment's purchase value.
Several orders do not settle the consignment question
Different Pinduoduo order numbers do not automatically create separate Philippine tax allowances. BOC's de minimis implementation rules address shipment structures: goods from the same shipper to the same consignee under one master transport document can be treated as one consignment despite several house documents or invoices. Other genuine supplier and transport arrangements have their own cases.
Give the clearing provider the real orders and proposed shipment structure. Ask which goods will be assessed together and how the IPC basis applies. Do not invent a universal “per day” rule, assume every different seller must be combined, or change names and split documents to manufacture relief.
Approve the bill with the remaining responsibilities clear
Before sealing, agree which packing work is included; use the clothing-parcel planning guide for packing choices rather than sacrificing protection to fit a budget. Check the actual Pinduoduo order's after-sales status if a garment needs returning: warehouse storage does not create a free Philippine return or extend the seller's conditions.
Send YDA the clothing list, order records, recipient and itemised quotation. Ask which records and packing work it can supply and who is responsible for Philippine clearance. YDA cannot set BOC's final value, guarantee the assessment or promise to act as your Philippine importer. If the value basis, filer or fee line is unexplained, keep the goods on hold and request clarification. Recheck current rules and the available service before dispatch.
