A €40 Pinduoduo basket can look inexpensive on the shopping screen and still create several import cost lines in Romania. The reason is not simply that “customs is expensive.” A basket containing identical T-shirts is different from a basket containing a T-shirt, a watch and a charger.

Before checkout, count the distinct goods, not only the total number of pieces. Then separate import VAT, customs duty, postal or carrier processing, China-side buying service and international transport. That makes the decision understandable before the parcel leaves China.

The key question is not only “under €150?”

Since July 2021, EU import VAT rules have covered low-value commercial goods arriving from outside the EU. IOSS may simplify VAT collection for eligible consignments with an intrinsic value not exceeding €150, but it does not make customs data optional.

A separate change applies from 1 July 2026. The Council of the European Union explains that a temporary fixed customs duty of €3 applies to small parcels valued below €150 and is charged for each different item according to its tariff heading. The European Commission has also published guidance on the temporary €3 customs duty.

This does not mean “€3 for every physical piece” in every basket. The rule focuses on different goods according to tariff headings. Several identical T-shirts classified under the same heading may form one different-item line, while a T-shirt, a wristwatch and a charger normally point to separate product categories. Final classification depends on the actual characteristics, not the shopping-app title.

The temporary measure is not a substitute for accurate classification. It also does not replace import VAT or any route-specific processing charge.

A practical €40 basket example

Imagine three baskets with the same product value.

Basket A: five identical plain T-shirts

The pieces have the same construction, material and classification. The quantity is five, but the basket may contain one different type of good for the temporary duty calculation.

Basket B: one T-shirt, one simple watch and one phone charger

The three products have different functions and normally different tariff headings. The basket may therefore create three different-item lines, even if the total merchandise value remains €40.

Basket C: two visually similar tops made differently

A knitted cotton T-shirt and a woven synthetic blouse can fall under different headings. “Both are clothes” is not enough. Construction, material, gender or design can change classification.

These examples are decision tools, not final tariff rulings. Use the EU tariff resources or a customs professional for the specific goods.

Build a tariff-heading worksheet before checkout

For every product link, record:

Do not copy the same code across unrelated goods because they share one order. Classification belongs to the product, not the parcel.

A warehouse can help collect descriptions and photos, but it cannot responsibly assign a final tariff code from a vague title. If the supplier writes “fashion accessory,” ask for the precise product and material.

Separate the five possible cost layers

1. Product and China-side order cost

This includes the item price, domestic delivery and any agreed buying-agent service. Pinduoduo sellers often serve the domestic Chinese market, so overseas buyers may need a China address or purchase support.

2. International transport

Transport can be charged by actual or volumetric weight, depending on the route. A low-priced but bulky basket may cost more to ship than a compact higher-value product.

3. Import VAT

Poșta Română states that commercial goods arriving from outside the EU are subject to import VAT under the applicable rules. Its recipient customs service page notes that the VAT base can include customs value plus transport and insurance elements where applicable.

If IOSS was used correctly at checkout for an eligible consignment, preserve the order record and IOSS-related data. Do not assume the platform name alone proves that VAT was collected or transmitted correctly.

4. Customs duty

For qualifying low-value consignments, the temporary €3 measure applies from 1 July 2026 according to the number of different items by tariff heading. For goods or values outside that simplified situation, ordinary tariff rules may apply.

Do not estimate duty from the cheapest item in the parcel. Build the item list first.

5. Postal, carrier or customs-representation processing

Poșta Română and commercial carriers may charge for specific presentation, declaration, storage, advancement or representation services depending on the route and circumstances. These are not one universal “Romania customs fee.”

Use the actual service schedule and quotation for the chosen route. A screenshot from another buyer is not a reliable quote.

IOSS, H7 and the data behind the parcel

IOSS is a VAT simplification for eligible distance sales of imported goods. It does not remove the need for an electronic customs declaration.

Poșta Română's useful customs information explains that low-value e-commerce goods may be declared using the H7 data set. Useful data includes:

  • Sender and recipient identity
  • Clear item-by-item description
  • Quantity and value
  • Tariff information
  • Freight and insurance where relevant
  • Currency
  • IOSS details when applicable
  • Supporting invoice or order evidence

If the basket becomes one consolidated parcel, the declaration still needs the individual goods. “Mixed products” is not an adequate description.

Should you split or consolidate?

The correct decision is operational, not automatic.

Consolidate when

  • Several ordinary products are route-compatible
  • The warehouse can remove redundant outer packaging
  • You have complete item-level records
  • Waiting for all parcels will not create a claim or delivery problem
  • One dispatch reduces duplicated handling without hiding the contents

Consider splitting when

  • A battery, liquid, magnet or regulated product restricts the route
  • One urgent item should not wait
  • A supplier claim deadline is approaching
  • A fragile item needs different packaging
  • One product needs separate compliance or customs treatment

Consolidation does not erase tariff headings. Splitting does not automatically reduce tax or fees. It can even duplicate transport or processing. Compare the complete scenarios before choosing.

A checkout decision formula

Use this worksheet:

Expected landed cost = product value + China domestic delivery + buying service + international transport + estimated import VAT + applicable customs duty + destination processing or representation

Do not force a single number where the inputs are unknown. Mark each field as:

  • Confirmed by invoice
  • Quoted for this parcel
  • Estimated from official tariff data
  • Pending classification
  • Pending carrier confirmation

The “pending” labels are valuable. They tell you what to resolve before payment.

Product restrictions can matter more than price

A €6 charger can create more compliance and routing questions than several plain garments. Ask whether it has a battery, wireless function, detachable cable, required markings and a compatible EU plug and voltage.

A watch may be mechanical, quartz, smart or contain a battery. Those facts affect routing and classification.

Branded products can raise intellectual-property concerns. Cosmetics, food, supplements, liquids, aerosols, toys and products intended for children or food contact may need special review.

Do not rely on a marketplace title such as “same as famous brand” or “European standard.” Request evidence that matches the exact model.
