Policy checked: 5 October 2026. This guide is for individuals in Latvia buying from Taobao or Pinduoduo and forwarding goods from China. It is not a generic EU parcel guide: Latvia changed the treatment of low-value e-commerce consignments on 1 July 2026.

A cheap order is no longer automatically a tax-free order. Latvia's State Revenue Service says that every consignment arriving from outside the European Union must be declared. VAT remains payable, and since 1 July 2026 a customs duty of €3 per item applies to online-purchased goods in consignments whose intrinsic value does not exceed €150.

The decision this guide helps you make

Before paying a seller or asking a China warehouse to consolidate several purchases, decide:

  1. whether the shipment is a direct marketplace/IOSS parcel or an agent-forwarded parcel;
  2. how many separately declared items are in the consignment;
  3. whether the goods are restricted, licensed or subject to product-safety controls;
  4. whether consolidation still makes economic sense after transport, VAT, the €3-per-item duty and clearance charges.

The answer depends on the transaction and customs data, not merely on the parcel's weight.

Latvia's 21% VAT: what is normally included

Latvia's standard VAT rate is 21%. For an import, the taxable basis is not simply the Chinese product price. It can include the customs value, customs duty and certain incidental costs such as transport and insurance up to the first destination, depending on how the shipment and charges are documented.

A simplified planning example—not a customs assessment:

  • goods: €80;
  • international transport allocated to the shipment: €20;
  • four declared items subject to the low-value rule: 4 × €3 = €12 duty;
  • indicative VAT basis: €112;
  • indicative VAT at 21%: €23.52.

The indicative border taxes would therefore be €35.52 before any postal, courier, brokerage or storage fee. Customs may use a different value or classification if the evidence does not support the declaration.

The €150 threshold changed meaning on 1 July 2026

Until 30 June 2026, commercial consignments with an intrinsic value not exceeding €150 generally benefited from customs-duty relief, although VAT still applied. Latvia's State Revenue Service now states that, from 1 July 2026, a €3 duty per item applies to distance-sale goods in consignments of no more than €150.

Important distinctions:

  • the threshold concerns the consignment's intrinsic value, not necessarily the final amount paid including every transport charge;
  • “per item” can make a parcel containing many small products materially more expensive;
  • splitting or combining orders purely to manipulate customs treatment can create declaration problems;
  • above €150, normal tariff classification and duty rates apply instead of assuming the €3 rule.

Always recheck the rule before dispatch because EU and Latvian customs procedures can change.

IOSS checkout is not the same as China-agent forwarding

Some marketplaces collect EU VAT at checkout through the Import One-Stop Shop (IOSS). When valid IOSS data is correctly transmitted through the logistics chain, VAT already collected should not be charged again at import.

Taobao and Pinduoduo orders sent to a China buying agent or consolidation warehouse are a different workflow. A seller receipt showing Chinese domestic delivery does not by itself prove that EU import VAT was collected under IOSS. If the export parcel is created later by the agent, Latvia may collect VAT during import clearance.

Before shipping, keep:

  • seller order pages and payment records;
  • a product-level packing list with quantities;
  • the international freight invoice;
  • any valid IOSS evidence, if genuinely used;
  • clear descriptions, materials and intended uses;
  • screenshots or invoices that explain discounts.

Do not place an invented IOSS number on the declaration.

Clearing the parcel through Latvia's EDS

A private individual can declare a postal consignment through Latvia's Electronic Declaration System (EDS), or authorize the postal operator or courier to handle clearance for a fee. The carrier normally sends a notice when customs action is required.

Check that the notice and declaration match the actual parcel. Descriptions such as “accessories,” “samples” or “gift” are weak when the shipment contains purchased products. Customs may request payment evidence or product information.

A true private gift follows different conditions and must meet the official definition. A Taobao or Pinduoduo purchase does not become a gift merely because the sender ticks a box.

Products that need a stop-and-check

Do not assume that paying VAT makes every product admissible. Ask for a product review before purchasing or consolidating:

  • medicines, supplements and certain medical products;
  • food, plants, seeds, animal-origin products and veterinary goods;
  • weapons, ammunition, some knives and self-defence devices;
  • counterfeit or trademark-infringing goods;
  • tobacco, alcohol and excise goods;
  • cosmetics and chemical products with ingredient or labelling obligations;
  • radios, chargers, toys, protective equipment and other regulated products;
  • loose lithium batteries, power banks, aerosols, perfumes and other transport-restricted cargo.

Product-safety rules and transport acceptance are separate questions. A lawful product can still be rejected by an airline or courier because of battery, liquid, magnetic or dangerous-goods limits.

A practical consolidation scenario

Suppose a buyer in Riga orders eight low-priced household and fashion items from five sellers. Domestic delivery to one China warehouse may reduce missed parcels and make inspection easier. However, the buyer should compare two plans.

Plan A: one consolidated parcel. Fewer international tracking numbers and one clearance event, but the parcel contains eight declared items and may have a higher customs value.

Plan B: several direct parcels. More carrier handling and separate clearance events; valid IOSS treatment may apply only if the marketplace and shipment actually support it.

The right choice is not “always consolidate.” It depends on item count, value, dimensions, restricted-goods status, transport channel and documentary quality.
