Before forwarding Taobao skincare to the United States, identify cosmetic versus drug claims, collect the exact label, and confirm product eligibility and a suitable route.

A moisturizer, an SPF cream and an acne treatment should not receive the same shipping answer just because all three appear in a Taobao skincare category. Before paying, send the exact product label and its claims for review. If the product falls under U.S. drug rules, pause the ordinary cosmetics forwarding plan until its import eligibility is confirmed.
Policy checked: October 31, 2026. This guide concerns personal purchases, not private-label production or resale. The cover is an AI-generated illustration, not a photograph of a customer shipment.
Which product are you actually buying?
Use this as an initial sorting tool, not a regulatory approval:
| What the listing promises | What to do before checkout |
|---|---|
| Cleansing or moisturizing only | Collect the full formula label and packaging photos for a cosmetics review. |
| SPF or sun protection, including a tinted moisturizer | Request a product-specific drug-compliance review. |
| Treatment of acne, eczema or another condition | Pause and establish the U.S. regulatory status before arranging shipment. |
| Unclear translation, missing ingredients or an unidentified decanted sample | Ask for original packaging and complete information; do not order on the assumption that it is ordinary skincare. |
FDA explains that intended use determines cosmetic or drug status. A seller's Chinese category does not settle the question. Keep screenshots of the actual promises as well as the ingredient list. Do not delete an SPF or treatment claim from the declaration to make the item appear simpler.
Ask the Taobao seller for this exact product, not a similar bottle
Before placing the order, request clear photos of every label panel, the outer carton, manufacturer, ingredients, size and storage instructions. Record the selected variant, number of units and whether it is sealed. A listing may combine several formulas under one page; a photo of the basic moisturizer cannot establish what is in the SPF variant.
A useful message is: “Please send front, back and ingredient-label photos for this exact variant and size, including any sun-protection or treatment wording. Is this the original sealed retail pack?” Keep the order and payment record with those photos.
For cosmetics, ingredients and labeling still matter even without a general premarket approval requirement. See FDA's cosmetics import guidance and its labeling summary. An agent translating a label does not certify its compliance.
A small personal order is not automatic permission
Do not treat one tube, a low price or “for my own use” as a drug-import exemption. FDA's personal-import guidance describes restrictions and limited circumstances; it is not blanket permission for foreign medicines. If the status cannot be established, buying a legally marketed U.S. alternative may be the practical choice.
If the purchase is actually for resale, stop using a personal-order checklist. The responsible business must assess labeling, safety and applicable MoCRA registration and listing obligations, including exemptions. A registration number is not FDA product approval. This article does not establish commercial import readiness.
Confirm the product and the transport separately
Even an eligible cosmetic needs a route that accepts its exact physical form. Ask about alcohol content, aerosols or pressurized containers, liquids, glass bottles and temperature limits. Provide the volume per container, unit count and destination ZIP Code. If requested, obtain the safety data sheet from the manufacturer; a generic sheet for a different formula is not useful.
The restricted-item checklist explains why domestic seller delivery does not establish international acceptance. Its general checks also help with Taobao purchases; it does not approve this skincare product.
Ask YDA Express to confirm whether the proposed item and route can be accepted before sending it to the warehouse. Do not assume that a “sensitive goods” service includes sunscreen, drugs or every liquid.
At the warehouse, compare before you approve dispatch
Request photos of the received variant, seals, labels and any visible leakage. Compare them with the seller's evidence while a domestic return is still possible. Agree on the scope of visible checks first: photographs cannot authenticate a formula, test contamination or establish regulatory status.
Retain original identifying packaging. For accepted liquids, discuss leak containment and cushioning without obscuring labels. Do not combine an unresolved SPF or treatment product with already approved ordinary purchases merely to save a box.
Get the cost and the remaining questions in writing
There is no single skincare tax rate. Ask the entry filer to establish the HTS classification, origin, customs value and applicable duties for the actual goods. USITC describes transaction value as the primary valuation basis. Do not apply a blanket percentage or assume the old $800 exemption: CBP's July 2026 postal update describes its continued suspension for covered mail goods. Postal procedures and courier entry are different.
Request separate figures for transport, packing, clearance or carrier charges and estimated duties. This guide supplies no tax quotation because no formula, value, origin or entry method has been supplied.
Send YDA the product link, selected variant, label photos, quantity and ZIP Code through the service enquiry entry. Ask for a product-and-route answer before purchase, repeat the check against the received goods, and reconfirm before dispatch. YDA can assist with agreed purchasing, receiving and packaging work; it cannot provide FDA approval, guarantee authenticity or promise clearance. When the legal status remains unresolved, keep the shipment on hold.
