
A pre-order checklist for Israeli businesses sourcing from 1688: importer responsibility, HS classification, samples, mandatory standards, supplier documents and landed cost.
Buying from 1688 for an Israeli business should begin with the product file, not the freight quote. Before paying a supplier, identify the Israeli importer, classify the goods, check licences or mandatory standards, define the sample purpose and collect the documents that must follow the order. A lower unit price does not compensate for goods that cannot be lawfully released or sold.
This guide is for small businesses testing a supplier, importing samples or preparing a first commercial batch from China. It is not a substitute for advice from an Israeli customs broker, laboratory or competent authority.

Separate personal shopping from commercial import
Do not use a personal-import plan for inventory, production inputs or goods used to provide a service. Israel's personal-import definition excludes goods intended for supply, manufacture or services. A small quantity alone does not make a business order personal.
Before asking a China agent to buy, record the Israeli importer of record, business details, product use, sales channel and person responsible for customs and product compliance. Build a product file before comparing suppliers
An attractive 1688 listing is not a technical specification. Prepare one product sheet for each model with:
- product name and intended use;
- manufacturer and supplier legal names;
- model, material, dimensions and composition;
- voltage, plug, battery, wireless or radio functions where applicable;
- photographs and packaging configuration;
- proposed HS classification for review;
- required labels and user information;
- test reports or declarations claimed by the supplier; and
- sample and production quantities.
Use the 1688 supplier verification checklist to compare the legal entity, payment beneficiary, specification, sample terms and inspection plan. A business licence or test report is evidence to examine, not proof that every model is compliant.
Confirm the Israeli tariff heading and import conditions
Israeli technical import requirements are connected to the customs tariff heading. The Ministry of Economy explains that the heading may contain four to eight digits and that accurate requirements depend on the specific classification. If the code is uncertain, consult a customs broker or customs house.
Israel Tax Authority also offers a commercial-import classification pre-ruling service. Supporting material can include catalogues, technical data, a product example, laboratory results, certificates and import licences. Use this route when classification uncertainty could change duty or regulatory treatment.
Do not accept a supplier's HS code without review. The supplier may use a Chinese export code that does not resolve the Israeli requirements for your model.
Check licences and mandatory standards before payment
The Free Import Order concentrates technical requirements that apply during customs release. Depending on the tariff heading and product, the importer may need a licence, an approval, a Mandatory Standard Declaration or an Official Standards Approval.
The official service for goods subject to mandatory standards distinguishes the declaration route from formal approval. Goods in Import Groups 2 and 3 may use a declaration when the order permits it, while Group 1 goods require Official Standards Approval. The product file and the importer's compliance status also matter.
Search the current Israeli Mandatory Standards database by the relevant standard and import group. For food, cosmetics, medical products, communications equipment, vehicles, chemicals or other regulated categories, identify the competent authority and application route before placing the order.
Use samples to answer a defined question
A sample should test a written requirement: material, dimensions, finish, function, packaging, labelling or compatibility. Decide in advance what result allows the order to proceed and what requires correction.
For standardized products, Israel's official guidance identifies customs submission code 64 for samples not intended for marketing or public distribution, generally up to five units of a model. Larger sample quantities require a reasoned request and written approval. Confirm eligibility with the customs broker and relevant authority; writing “sample” on an invoice is not enough.
Ask the supplier to keep the sample specification and proposed production specification aligned. Approval of one sample does not guarantee that the full batch will match it.
Receive the sample in China before authorising production
Use a China warehouse to record arrival, quantity, visible condition, carton dimensions and available photographs. The warehouse receiving guide explains how domestic tracking and package records support the next decisions.
Basic warehouse photographs can verify visible colour, labels, quantity and external damage. They cannot replace laboratory testing, functional testing, certification, factory audit or a conformity assessment. If the product is regulated or safety-critical, define a qualified inspection or test separately.
Resolve visible discrepancies and returns before authorising production or international dispatch. Keep the approved sample, photographs and written specification as a comparison reference.
Collect documents that match the actual goods
Before the commercial shipment leaves the supplier or warehouse, check that the documents consistently identify the same transaction:
- commercial invoice with seller, buyer, currency, value and accurate descriptions;
- packing list with carton count, quantities, net and gross weight where applicable;
- purchase order or agreement with models and specifications;
- transport document;
- product file, test reports and declarations required for the model;
- import licence or approval when applicable; and
- country-of-origin evidence when required for the intended treatment.
Names, model numbers and quantities should agree across the invoice, packing list, labels and product file. A generic description can delay classification and review.
Israel Tax Authority requires a periodic supplier declaration from importers declaring commercial imports valued above USD 5,000 in one import declaration, unless an exemption applies. Confirm the current requirement and submission method for the Israeli importer before shipment.
Consolidate suppliers without losing traceability
Several 1688 suppliers can deliver to one China warehouse. Consolidation may simplify freight, but the final packing list must still show what came from each order, carton and model. Do not mix goods in a way that makes quantities, origin, test reports or approvals impossible to trace.
Eligible ordinary goods may receive up to 180 days of free storage under the YDA Express storage policy, giving time to wait for samples or documents. Storage is not an extension of a supplier's return window, so track both dates.

Calculate landed cost per sellable unit
Build the budget from the confirmed specification and packed shipment:
Landed cost = goods + China domestic logistics + purchasing or inspection + packing + international freight + insurance + import tax + standards or laboratory work + customs clearance + Israeli delivery.
Divide by the number of sellable units, not the units ordered. Include samples, destructive tests, expected rejects and packaging changes where relevant. Ask for actual and dimensional weight after final packing; do not use the supplier's sample parcel as the production freight budget.
Approval gate before the 1688 order
Do not release payment for a production batch until the business can answer:
- Who is the Israeli importer of record?
- What is the reviewed tariff heading?
- Which licence, standard, declaration or approval applies?
- Is the sample route valid for the exact purpose and quantity?
- Does the product file match the model being purchased?
- Are supplier, payee and manufacturer relationships documented?
- Who performs any required test or conformity work?
- Will the invoice, packing list and labels use matching information?
- Has the complete landed cost been approved?
