1688 Samples to the UK: EORI, Import VAT and Product Checks Before You Pay

A pre-payment checklist for UK business buyers using a small 1688 sample to test importer details, VAT instructions and product evidence before a bulk order.

Who this guide is for

This guide is for a UK business buyer who is considering a small 1688 sample order before a larger purchase. It is not a guide to buying a sofa for resale, moving personal belongings, or paying a courier bill after delivery. Its purpose is to help you decide whether the sample gives you enough commercial and compliance evidence to approve a bulk order.

Policy check: 25 October 2026. Import treatment depends on the item, its origin, value, declaration and your own business status. Confirm the final position with your customs intermediary or accountant before shipment. If the sample or a future bulk order is going to Northern Ireland, use this China-to-Northern-Ireland pre-dispatch checklist to classify the movement and prepare carrier data before booking.

The decision to make before you pay the supplier

A sample is not only a quality check. It should test whether the future bulk product can be imported and sold using the evidence you can actually obtain.

Before you pay, write down four roles in one shared order note:

  1. Seller: the 1688 supplier and the legal entity named on the invoice.
  2. Importer: the UK business that owns the goods at import and gives instructions for the customs declaration.
  3. Declarant or intermediary: the party completing the declaration.
  4. Delivery recipient: the address and named person who can receive the sample and retain the evidence.

Do not leave the importer role to assumption. If a forwarder or supplier describes a service as “tax included,” ask who will be shown as importer on the declaration and what document you will receive after import.

Your sample-order file: collect this before dispatch

Ask the supplier for a simple file pack, not a marketing brochure. For one sample, it can be short, but it must match the item you intend to source later.

  • Product name and plain-English description of what it is and how it is used
  • Model, material, quantity and unit value
  • Supplier legal name, address and contact
  • Product photos, packaging photos and label photos
  • A commercial invoice and packing list with the same description and values
  • Country of origin information and, where relevant, component or manufacturing details
  • Test reports, declarations, safety information or instructions that apply to the product category
  • Battery, liquid, magnet, radio or chemical details where applicable

If the supplier cannot provide a consistent description for a single sample, pause before a bulk order. A vague description such as “gift,” “accessory” or “sample” can create a declaration problem and does not prove what you will later sell.

EORI: decide whether your business needs one now

A business moving goods between Great Britain and another country will usually need an EORI number beginning with GB. GOV.UK also notes that the right EORI helps avoid customs delays and storage costs. Do not copy an EORI from another company or let a seller use your number without written agreement on the import arrangement.

If the intended destination or route involves Northern Ireland, the EORI position can be different; a business may also need an XI EORI. That situation belongs in the Northern Ireland dispatch guide, not in a standard Great Britain sample plan.

Useful official checks:

Import VAT: agree the accounting instruction before the parcel leaves

For VAT-registered UK businesses, postponed VAT accounting may allow import VAT to be declared and recovered on the same VAT Return when the conditions are met. It is not automatic merely because your supplier calls a shipment business-to-business.

If an agent, freight forwarder or express operator will make the import declaration, send your instruction in writing before dispatch. Keep a copy stating:

  • who is the importer and consignee;
  • whether postponed VAT accounting is requested, if you are eligible;
  • the EORI and VAT details to use; and
  • who will give you the customs entry, postponed import VAT statement or other import evidence.

A non-VAT-registered buyer should not assume the same cash-flow result. Build likely VAT, duty, clearance and delivery charges into the sample decision rather than comparing only the 1688 item price.

Product checks: use the sample to find the first blocker

The right compliance question depends on the product. Start with the product's function, not a generic request for a “certificate.”

For example, check early whether the proposed item is electrical, a toy, cosmetic, food-contact material, a chemical product, a radio-enabled device, PPE, or an upholstered product. These groups can need different evidence, labels, warnings, traceability details or conformity assessment. A test report that names a different model, factory or material mix may not support the item you plan to import.

For the bulk decision, save a version-controlled folder containing the supplier quote, product specification, photos, safety documents and the exact sample invoice. Then record what the sample actually showed: dimensions, materials, finish, instructions, plugs or batteries, packaging, labels and defects.

Start with product safety advice for businesses and use the relevant product-specific guidance. If a marking regime is relevant, check the current UKCA marking guidance rather than relying on an old marketplace listing.

A practical pass/fail rule for the bulk order

Approve the larger order only when all three columns are complete:

Commercial Import Product
Supplier identity, model and price are consistent Importer, EORI and declaration instruction are confirmed The exact model has the documents, labels and test evidence you need
Sample condition and packaging are accepted Expected tax and charge evidence is understood Risks found in the sample have a corrective action
You can repeat the description and invoice data at scale You know which records to retain You know who checks final compliance before sale

If one column is incomplete, buy another sample or resolve the evidence gap first. A sample is a relatively low-cost place to discover a wrong product description, missing document or unsuitable shipping method.

What YDA Express can and cannot help coordinate

YDA Express can help you arrange China-side purchasing support, product-check photos, package management, consolidation and international forwarding. We do not replace the importer, customs declarant, tax adviser or product-compliance professional. Tell us the product category, destination, any battery/liquid/magnet details and the documents you already have before dispatch so the shipping plan can be assessed sensibly.

Before you place the next order

Copy this note into your order record:

Sample order purpose: verify the exact model, supplier paperwork, import arrangement and resale evidence before bulk purchase. Importer/declarant instruction confirmed in writing. Product risk reviewed against the actual model, materials and destination.

That one note makes the sample useful after it arrives — and makes it much easier to compare a second supplier without turning your future bulk shipment into an experiment.
