A pre-dispatch guide for classifying a Northern Ireland parcel, preparing carrier data and separating personal, consumer and business movements.
Why Northern Ireland needs its own pre-dispatch check
A parcel addressed to Northern Ireland is not simply a standard Great Britain delivery with a different postcode. The practical steps depend on who sends it, who receives it, whether it is personal or commercial, and the route and goods involved.
This guide is for a sender arranging a parcel before dispatch. It is not a generic UK address guide, a post-delivery tax-bill article or advice on a household move.
Policy check: 25 October 2026. The Windsor Framework aFor a commercial sample that may become a bulk order, also use 1688 Samples to the UK: EORI, Import VAT and Product Checks Before You Pay to verify the importer, VAT instruction and product evidence before purchasing.
rrangements and carrier processes can change. Confirm the final data requirement with the carrier or customs intermediary for the specific movement.
Step 1: classify the parcel honestly
Start with the movement type, not the service name:
- private individual in Great Britain to private individual in Northern Ireland for personal use;
- business to a consumer in Northern Ireland;
- consumer return to a Northern Ireland business;
- business to business; or
- a parcel routed from outside the UK/EU via Great Britain to Northern Ireland.
The official guidance distinguishes these routes. For example, eligible direct consumer parcels from Great Britain to an individual in Northern Ireland can have different requirements from business-to-business parcels. Do not describe a commercial sale as a personal gift to force it into a simpler path.
Step 2: give the carrier usable data before collection
Have one pre-dispatch record ready:
- sender and recipient full name, address, postcode, telephone and email;
- whether each party is an individual or business;
- plain-English description, quantity, material and intended use of every item;
- realistic transaction value and currency, plus invoice/order evidence where relevant;
- country of origin when requested;
- battery, food, plant, animal-product, liquid, aerosol, magnet, chemical or radio information;
- whether the parcel is a sale, return, gift or personal-use item.
For commercial goods, ask the carrier exactly what it will submit and whether it needs an EORI, UKIMS authorisation information, commodity code or another declaration dataset. An EORI or an invoice cannot be substituted after a parcel is already moving without risking delay.
Step 3: do not treat business parcels like personal parcels
GOV.UK says business-to-business parcels from Great Britain to Northern Ireland follow freight-style requirements unless eligible simplified processes apply. One party may need UK Internal Market Scheme authorisation to use those simplified processes; otherwise a full customs declaration may be needed. That is why a business sender should agree responsibility with the recipient and carrier before booking.
For a private-to-private parcel for personal use, official guidance sets out a separate route. It does not remove carrier restrictions: prohibited or restricted goods can still require information or be refused.
Step 4: screen the goods, not just the paperwork
Food, plants, animal-origin products and other sanitary or phytosanitary goods can face additional requirements. The same applies to controlled goods and restricted products. A carrier acceptance screen is not a legal clearance decision.
Before dispatch, take item and packaging photos, keep the invoice, and ensure the parcel description matches the actual contents. If a supplier sent the goods to you first, do not copy its vague product name onto the next movement.
