Check the full cost of a China purchase before paying: Lithuanian import VAT, the applicable duty and handling fee, carrier charges, and the records needed for a consolidated parcel.

Before paying for goods from China, ask for a total-cost breakdown, not just an international shipping price. For delivery to Lithuania, your budget may also need import VAT, customs duty, the EU handling fee and the carrier's declaration or delivery charges. Paying a seller in China does not by itself settle these costs.
Start with the exact products and purchase arrangement. A personal online purchase, goods bought for resale and a parcel forwarded from a China warehouse do not automatically use the same declaration route. This guide focuses on individual buyers of ordinary, non-excise goods; the calculation below has its own stated conditions.
Policy checked: 8 November 2026. This is a budgeting guide, not a binding customs assessment. Recheck the rules and available shipping service before dispatch.
Put every charge in one budget before you pay
Keep the seller's invoice, the forwarder's quote and the destination charges side by side. Mark each item as already paid, included in the quote, or still payable, with the name of the party collecting it.
| Budget item | What to confirm |
|---|---|
| Goods and China delivery | Actual price after discounts, currency, seller delivery and any purchasing service fee |
| Packing and international transport | Final packed size and weight, insurance if chosen, and whether repacking is included |
| Customs duty | The transaction's eligibility for the current low-value rule, or the applicable tariff classification |
| Import VAT | Whether valid import-VAT collection already applies and which costs enter the taxable amount |
| EU handling fee | Whether the transaction is in scope and whether the quoted price already covers the fee |
| Carrier and local charges | Declaration/representation, disbursement, storage or final-delivery charges that may apply |
If a quotation says “tax included”, ask who will declare the shipment, which taxes and fees are included, and what happens if customs asks for more information. Keep the written reply with the quote. It is especially useful when a Chinese domestic purchase is being forwarded through a separately appointed warehouse. Do not assume that arrangement qualifies for the same tax treatment as a marketplace shipment to an EU consumer.
For the general explanation of transport billing, use our guide to the real cost of shipping from China. Here, concentrate on the Lithuanian charges that need reconciling.
The €150 test is not the VAT calculation
Lithuania's standard import VAT rate is 21%. The taxable amount can include transport, insurance, duty and other applicable import costs; it is not necessarily the product price shown on the seller's page. A carrier's customs-representation charge can also affect the calculation. Product-specific rates, reliefs and excise treatment need separate checks. See Lithuanian Customs' online-purchase guidance.
For an eligible distance-sale consignment with an intrinsic goods value no more than €150, the temporary duty is €3 per declared goods item/category, under the rules applying since 1 July 2026. Intrinsic value generally excludes separately shown transport and insurance; that threshold value and the import-VAT base serve different purposes. Above €150, check the normal tariff treatment in Lithuania's LITAR database, using the actual product, material and origin. Ask the declarant to confirm the classification; a seller's suggested HS code is only a starting point.
From 1 November 2026, a separate €2 Union handling fee applies per goods item/category to imports that qualify as distance sales, including those above €150. It does not replace customs duty or a carrier's own service charge. An “item” here is a declaration grouping based on classification and description, with origin relevant where required. It is not automatically one physical piece, one seller or one carton. The declarant must determine the correct grouping. Lithuanian Customs explains the fee and how goods are grouped.
A worked budget: €100 of goods is not a €100 landed cost
Illustration only, not a YDA quote or customer case. Assume a personal distance sale that qualifies for the temporary €3 duty, €100 intrinsic goods value, €20 transport, ordinary goods taxed at 21%, no IOSS, declaration accepted after 1 November 2026, and all duty/handling costs passed to the buyer. There is no insurance, representation fee or other charge in this example.
| Calculation | One correctly declared goods category | Two correctly declared goods categories |
|---|---|---|
| Goods + transport | €120.00 | €120.00 |
| Duty | €3.00 | €6.00 |
| Union handling fee | €2.00 | €4.00 |
| Import-VAT base | €125.00 | €130.00 |
| VAT at 21% | €26.25 | €27.30 |
| Total | €151.25 | €157.30 |
Duty and the Union handling fee enter the import-VAT base in this non-IOSS illustration. The European Commission guidance, section 9, explains the VAT treatment. In a real quote, add applicable services once and ask whether their displayed prices already include VAT.
Combining boxes does not prove that different products form one customs category. Nor should you divide or undervalue an order to obtain a different tax result. If the transaction, value or goods fall outside these assumptions, ask for a fresh calculation.
Match each product to its evidence before consolidation
Save records while the seller's page is still available. For a Taobao retail basket, retain the chosen variant, discount and payment details. For a 1688 order, make sure the invoice reflects the quantity and specification actually supplied, not an advertised minimum price.
For each product line, keep these five things together:
- Product: readable description, material, use, model or variant, quantity and product link. “Accessories” is too vague.
- Money: actual invoice or order price, payment proof, currency, discounts and separately shown freight.
- Identifiers: the seller's product identifier, the manufacturer's non-standard identifier, and a standard identifier such as EAN/GTIN where one exists.
- Physical parcel: receiving record or agreed photos that let the product line be matched to the final packing list/carton.
- Recipient and route: the correct consignee details and the carrier or representative responsible for the declaration.
Lithuania introduced mandatory product-identifier (PID) reporting for the relevant distance-sale declarations from 1 November 2026. Prepare seller and manufacturer identifiers for low-value personal online purchases; where no standard identifier exists, have the declarant check the permitted declaration code rather than inventing one. A transport tracking number is not a product identifier. For purchases above €150 or business arrangements, ask the declarant which PID fields apply to the declaration being used. Read the Lithuanian PID notice.
If the seller cannot identify the actual model or support the price paid, resolve that gap while a domestic return or cancellation is still possible. Warehouse photos can help match the physical item to the order, but they do not replace invoices, safety documents or customs decisions.
“VAT paid” needs the right import record
For qualifying purchases up to €150, IOSS allows VAT collection at checkout. A Chinese domestic tax invoice, a platform payment receipt or an ordinary service fee is not proof that Lithuanian import VAT has been collected through IOSS.
If the seller says IOSS applies, ask whether the valid IOSS information will reach the actual declarant electronically for this shipment. Do not ask the seller to put a confidential IOSS number on a public label or screenshot. If an apparently duplicate VAT bill arrives, match the shipment, invoice and checkout tax record, then ask the seller and carrier to explain the declaration before seeking a correction. Do not simply deduct an assumed VAT amount from your budget.
If you plan to declare the parcel yourself, check that the option is available before the carrier files. Lithuanian Customs lists conditions including customs value no more than €1,000, VAT not already paid at purchase, arrival in Lithuania and notification to the carrier. IOSS parcels follow the carrier's route. A China dispatch scan alone is not enough to complete a Lithuanian self-declaration. Use the current official declaration instructions for your case.
Stop the budget check when the product needs a different route
The example is not a clearance plan for food, medicines, cosmetics, children's products, wireless equipment, batteries, liquids, plants or animal products. These can bring separate safety, labelling, permit or transport requirements. Send the exact specification and composition for review before buying. Carrier acceptance and lawful Lithuanian import are separate checks. Counterfeit or otherwise prohibited goods cannot be made acceptable by choosing a different shipping service. Consult Lithuanian Customs' restrictions information and the responsible product authority for the exact goods.
If you intend to resell or import under your own brand, settle the importer and product-compliance responsibilities before payment. Packaging obligations are a separate decision: our Lithuania private-label and GPAIS checklist covers that issue. For an ordinary home-goods purchase, check whether the protected parcel will fit a Lithuanian parcel locker before approving its final packaging.
Send a quote request that can be answered
Send YDA Express your product links, variants, quantities, actual prices, Lithuania delivery location and any available seller identifiers. Ask for a written breakdown that separates goods/purchasing costs, China delivery, packing, international transport and any destination taxes or fees that the proposed service includes. Ask what remains payable to someone else. Availability depends on the goods and the current service.
YDA can assist with purchasing coordination, China receiving records, agreed visible checks, packing and the available transport options. Ask which invoice, payment and packing records can be supplied for your order. YDA cannot assign the final customs classification, certify product compliance or guarantee the tax assessment and clearance outcome.
Approve payment when the basket has a supported budget; approve dispatch when the actual goods, packaging and declaration records still match it. If a charge, product restriction or required document is unresolved, pause that step and get the seller, carrier or customs representative to answer the specific gap. Recheck policy and route conditions at dispatch, even if the purchase was checked earlier.
