Updated China-to-UAE delivery guide covering Dubai’s AED 1,000 CIF e-commerce threshold, the general GCC customs tariff, approvals, restricted goods and door-delivery terms.
Shipping purchases from China to a UAE address requires more than choosing door delivery. The buyer must identify the destination emirate, customs value, product category, importer type, approvals, and who pays duties or clearance charges.
Policy checked: October 4, 2026. The AED 1,000 e-commerce threshold discussed below comes from Dubai Customs Circular No. 16/2026. Do not automatically apply a Dubai measure to every UAE shipment or entry point.
What changed for Dubai e-commerce shipments
Dubai Customs announced that Circular No. 16/2026, issued July 30, 2026, raised the customs-duty exemption threshold for qualifying e-commerce shipments from AED 300 to AED 1,000 of CIF value.
CIF generally refers to the customs value built from the cost of the goods plus insurance and freight to the relevant point. A seller's product price by itself may therefore not be the complete figure used for the threshold.
This update should be read carefully:
- it is described by Dubai Customs as an e-commerce shipment measure;
- the threshold is based on CIF value;
- eligibility still depends on the actual shipment and customs process;
- restricted or prohibited goods do not become unrestricted because their value is low;
- another emirate or entry arrangement may require separate confirmation.
UAE customs duty is product-specific
The UAE's federal customs authority describes a common GCC external tariff of 5% on foreign goods imported from outside the customs union, with exemptions and special categories. This is a general reference, not a promise that every Taobao or 1688 parcel is charged exactly 5%.
The final treatment can change with HS classification, origin, customs value, exemptions, special or higher-rate goods, and the responsible customs authority. VAT and carrier or clearance charges are separate from customs duty and should not be mixed into one unexplained “tax included” number.
Restricted and prohibited goods
Dubai Customs states that restricted goods may only be released with approval from the competent authority. Its published examples connect different categories to different authorities, including:
- food, cosmetics, and personal-care products;
- medicines and medical or surgical equipment;
- transmitters and radio equipment;
- live animals, plants, fertilizers, and pesticides;
- weapons, ammunition, explosives, and fireworks;
- new tires, e-cigarettes, and electronic hookah products;
- alcohol, media products, and rough diamonds.
Carrier acceptance is a separate layer. Batteries, power banks, liquids, powders, aerosols, perfumes, magnets, and oversized goods may require a special route even when the product is not generally prohibited.
Door delivery is not the same as guaranteed clearance
A door-delivery quotation should state:
- origin warehouse and UAE destination;
- destination emirate and postal/address details;
- actual and chargeable weight;
- whether freight is express, air cargo, sea freight, or another service;
- whether duty, VAT, brokerage, storage, remote-area, or delivery charges are included;
- who acts as importer and who supplies identification or company documents;
- what happens if customs requests an approval, invoice, product sheet, or revised value.
Avoid treating “DDP” or “tax included” as self-explanatory. Ask for the responsible importer, included charge types, exclusions, and restricted-goods conditions in writing.
Example: an Abu Dhabi island address
Suppose a buyer orders clothing, kitchen organizers, and a small Bluetooth device for delivery to an island address in Abu Dhabi. The order raises four separate questions:
- Does the carrier serve the address directly or apply a remote-area transfer?
- Does the Bluetooth device require local telecommunications approval?
- Which emirate and customs entry process actually handles the shipment?
- Are duty, VAT, customs clearance, and last-mile delivery included in the quote?
The Dubai AED 1,000 e-commerce threshold should not be assumed merely because the final address is in the UAE. The actual entry point and applicable customs arrangement must be confirmed.
Documents to prepare
- commercial or seller invoice;
- payment proof;
- itemized packing list;
- accurate product name, material, function, quantity, and value;
- brand and model, when relevant;
- consignee name, phone, and complete UAE address;
- Emirates ID, passport, trade license, importer code, or authorization when requested for the applicable entry;
- permits or conformity documents for controlled products.
Commercial quantities or resale orders should be reviewed differently from an ordinary personal-use parcel.
YDA Express service boundary
YDA Express can receive purchases at a China warehouse, check visible quantity and condition, consolidate compatible parcels, repack, and offer available transportation options to the UAE. We can review product information and destination details before dispatch.
YDA cannot guarantee customs release, extend the Dubai threshold to every UAE entry, issue a government permit, or make restricted goods unrestricted. Customs authorities and competent regulators decide admissibility and final charges based on the real shipment.
