
DDP and DAP can produce very different responsibilities and final costs. Learn who handles US import clearance, which charges to confirm, and how a small importer should compare China-to-USA shipping quotes before dispatch.
For a small importer shipping from China to the United States, the practical difference is simple: under DAP, the buyer normally handles US import clearance and import charges; under DDP, the seller takes responsibility for import clearance and duties through the named destination. That difference can change the apparent price, the paperwork you must provide, and what happens if customs asks questions.
Do not choose from the three letters alone. Ask who will be the importer of record, which costs are included, and what happens if the shipment needs extra documents, inspection or storage.
What DDP and DAP actually mean
Under the ICC Incoterms® 2020 framework, DAP means the seller carries the goods and transport risk to the named place, but the buyer handles import clearance and import duties. The seller does not have to unload the goods at destination unless the contract separately says so.
DDP places the broadest delivery obligation on the seller: transport to the named place, import clearance and import duties are for the seller. The ICC also warns that DDP should be used carefully when the seller cannot legally or practically complete import formalities in the destination country.
These terms belong in a sales contract. A forwarder may also advertise a “DDP line,” but that service label does not automatically answer every contractual question. Request the written service scope and identify the party responsible for the US entry.
Why the importer of record matters
US Customs and Border Protection uses an importer number to identify the party responsible for imported goods. For a US business, that is commonly based on its EIN; other arrangements may require a CBP-assigned number. The importer of record is responsible for the accuracy of the entry and compliance, even when a customs broker files the paperwork.
Before accepting a DDP quote, ask:
- Who is named as the importer of record?
- Is that arrangement lawful and suitable for this product and shipment?
- Will the buyer receive entry records or proof of duty payment?
- Who responds if CBP asks for product composition, value or end-use information?
If the answer is vague, the quote is not ready for approval.
Do not assume low-value shipments are duty-free
US low-value import rules changed. An official US order suspended duty-free de minimis treatment for shipments from all countries for goods entered on or after August 29, 2025. The operational process and applicable charges can depend on entry method, carrier, product classification, origin and current government guidance.
That means an old article or quote that simply says “under $800 is duty-free” should not be used as a current shipping rule. Recheck the policy and the proposed entry method before dispatch.
What can appear outside the freight rate
A complete comparison separates the freight charge from possible import and delivery costs. Depending on the shipment, these can include:
- import duty based on the product’s HTS classification and origin;
- Merchandise Processing Fee or other applicable government fees;
- customs broker or carrier disbursement charges;
- bond costs for a formal entry;
- inspection, examination, storage or demurrage charges;
- residential, remote-area, appointment or liftgate delivery charges;
- correction charges when the invoice, product description or declared value is incomplete.
CBP explains that duty rates depend on the Harmonized Tariff Schedule, while other fees depend on the entry type and transport mode. Do not use a generic percentage for every product.

A seven-question quote checklist
Send the same shipment facts to each provider, then ask these questions in writing:
- Is the quote DDP or DAP under a named destination, and what exact address or terminal is covered?
- Who will be the importer of record and customs broker?
- Are duties, government fees, brokerage and final delivery included?
- Is the quote based on actual weight, dimensional weight, volume or a minimum charge?
- Which product descriptions, HTS classifications and compliance documents are required?
- Which costs remain variable if CBP inspects the shipment or requests corrections?
- What events start and end the delivery estimate, and which delays are excluded?
The cheapest line on a quote is not necessarily the lowest landed cost. A DAP quote can be appropriate when an experienced importer wants control over its broker and records. A properly structured DDP quote can be easier for a buyer that does not want to coordinate clearance, but only when the responsible parties and included costs are clear.
Which option fits your shipment?
DAP may fit better when: your business already has an importer number, works with a customs broker, needs its own entry records, or wants control over classification and compliance.
DDP may fit better when: the seller can legally arrange import formalities, the written quote clearly identifies the importer and included charges, and the buyer values a coordinated door-delivery scope.
Neither term makes prohibited or non-compliant goods acceptable. Batteries, cosmetics, food, medical products, branded goods and other regulated categories may require additional checks before purchase and dispatch.

Prepare the facts before requesting a quote
Provide product names, materials, intended use, quantities, unit values, country of origin, supplier locations and expected packed dimensions. Identify batteries, liquids, magnets or other sensitive contents. State whether the goods are for resale or personal use.
