China Parcel Held in Germany? Read the Notice and Prepare the Right Documents

Work out who is holding your China parcel in Germany, what the notice asks for and which purchase documents to provide. Separate customs taxes from carrier fees.

If your China parcel is held in Germany, start with the notice, not a new payment. Find out who currently has the parcel, what information is missing and when you must respond. A courier's document request, a Deutsche Post letter directing you to a local Zollamt and a bill after clearance need different replies.

Match the notice to the situation

Do not travel to a local office just because tracking says “customs”. Ask the carrier for the parcel's location and responsible contact first. Check unfamiliar payment messages independently. German customs' fraud warning explains the difference between official customs notices and phishing; a carrier can contact you through its own channels, so verify the sender rather than assuming every electronic message is genuine or fraudulent.

Build one document pack that explains the purchase

Put the tracking number and notice reference on your reply. Include the documents requested for your case:

  • Order confirmation or invoice showing seller, exact items, quantities and actual prices.
  • Payment evidence that can be matched to that order, including genuine discounts or partial refunds.
  • Transport and insurance breakdown, where available.
  • An itemised packing list for a consolidated parcel.
  • Relevant product details, labels or documents if specifically requested.

Keep the originals. Add a short German or English explanation of a Chinese screenshot: which item it shows, the currency and the order reference. Do not replace the original with an invented invoice. Ask the recipient whether it needs a formal translation or additional evidence.

With an agent purchase, explain the chain: you paid the agent, the agent bought the specified goods, and those goods are in this parcel. Ask YDA for available seller-order, purchase and warehouse records connecting those steps. Separate product money from service fees. A screenshot of a balance top-up with no item connection may leave the value question unanswered.

For a multi-seller box, map each item to its own order and payment. Avoid sending one total labelled “shopping” and expecting the office to reconstruct the contents. YDA can help assemble available records, but customs decides whether the evidence is sufficient.

If the parcel is at a local Zollamt

The customs procedure for clearance from home states a nine-day storage period for these Deutsche Post parcels, starting when the parcel is handed to customs. It may already be running when the letter arrives. Contact the named office now and ask for your parcel's deadline; do not assume every courier hold follows that period.

Ask whether you can collect it personally, appoint someone with the required authorisation, or use Postabfertigung von zu Hause, clearance from home. Confirm the office's requested documents, opening hours and accepted payment arrangements before visiting. Bring the notice and the identification or authorisation it specifies, together with purchase evidence.

For clearance from home, request the correct declaration instructions and submit the required material within the storage period. After clearance and payment, forwarding from the office needs a further transport arrangement; ask how to supply the appropriate prepaid parcel label. It is not automatic free redelivery. More complex declarations may require another electronic procedure, so let the office confirm what fits your goods and value.

If it is a bill, read the lines separately

Ask for the customs assessment, the declared contents and value, and the carrier invoice. Look for duty, import VAT and private service charges as separate entries.

Current German rules removed the old €150 duty relief on 1 July 2026. Applicable low-value consignments can carry €3 per customs goods category, rather than one €3 charge per parcel. A quote using “below €150, no duty” needs checking against the current treatment. Goods outside that regime require their applicable tariff; excise or special measures may also matter.

Germany's general import VAT is 19%, with 7% for selected goods. The VAT calculation rule includes customs value and relevant additions, such as duty and transport not already counted. Ask which base and rate were used instead of comparing the VAT only with the shop price.

For the relevant Deutsche Post service, its published cost explanation lists a €7.50 advancement fee and says it does not apply when recipients clear the parcel themselves at an inland customs office. This is not a price list for DHL Express or every YDA route. If the carrier has already completed and paid for clearance, do not assume choosing self-clearance afterwards cancels its fee.

The value looks wrong, or VAT seems to have been paid twice

Show the actual order and payment record and identify the precise mismatch: quantity, currency, discount, freight or product description. Ask the declarant for an explanation or correction process. If customs has issued an assessment, read its appeal instructions and deadline; disputing a private carrier fee follows a separate route.

For an apparent duplicate VAT charge, provide the checkout tax record and ask whether a valid IOSS arrangement covered this specific shipment and reached the declaration. A China domestic purchase is not automatically an IOSS sale. Let the seller, carrier and authority clarify the records before deciding who should correct or refund a charge. Do not send an IOSS identifier publicly.

A product-compliance request needs a different answer

Paying tax does not resolve missing product documents. Under EU product-safety guidance, some categories require CE and other safety information; not all goods do. Ask which requirement applies to the exact model and obtain the requested manufacturer documents. Warehouse photos or a seller's reassurance cannot replace a regulator's review.

For medicines, food, cosmetics, batteries, liquids, plants, animal materials, weapons or suspected counterfeit goods, do not assume a personal-use statement is enough. Request category-specific instructions. If compliance cannot be demonstrated, ask the responsible office about the available next steps and costs; return or release is not guaranteed.

Send a reply that can be acted on

“Reference and tracking: … . I am the recipient of a personal purchase from China. Please confirm where the parcel is held, the response deadline, what documents are missing and where to submit them. I can provide the itemised orders, payment evidence and transport breakdown. If an assessment exists, please provide it separately from your service-fee invoice.”

Send the notice and matching order references to YDA when China-side records are needed. German clearance, representation and document acceptance depend on the actual route and authority; YDA cannot promise release, a tax amount or a fixed time.
