Moving to the UK with used belongings and new China purchases? Prepare separate lists, check ToR1 eligibility and brief the declarant before shipping.
A moving carton does not make every item inside it eligible for UK transfer-of-residence relief. Before combining used belongings with new China purchases, separate the item records and ask the carrier how the different customs treatments will be declared.
This guide is for a person making Great Britain their main home and arranging unaccompanied household belongings from China. It produces a packing-and-declaration brief, rather than promising that a parcel service can process ToR1. Full-time students, marriage relief, vehicles and Northern Ireland require a separate check. HMRC sources checked: 17 October 2026.
Start with the move, then classify the goods
HMRC's transfer-of-residence guidance sets conditions for the ordinary relocation route, including previous residence abroad, possession of goods and the import window. The normal checkpoints are 12 consecutive months living outside the UK, at least six months possessing the goods before moving, and import within 12 months of taking up residence. Other conditions and exceptions apply; reaching one time limit alone is not approval.
Put the relocation date and your actual history on a timeline. Then sort goods into three working lists:
- Potential relief goods: used household belongings for continued personal use, with a history you can explain.
- New purchases or other non-qualifying goods: items that do not meet the ordinary conditions. Keep purchase records and ask about their normal import treatment.
- Items needing a separate decision: uncertain ownership or use, restricted goods, batteries, food, alcohol, tobacco or anything the carrier has not accepted.
These are working categories for discussion with the declarant, not a self-issued exemption. Removing the packaging from a new purchase does not turn it into a long-owned possession.
New purchases also need any product-specific compliance review that applies to their intended use. For example, upholstered furniture intended for UK resale should be checked against the sofa fire-label and test-evidence guide.
Try the list on a mixed household shipment
Illustrative example, not a completed customer shipment: a relocating household has used books, a laptop it has used for two years and a newly purchased desk lamp still at the seller. The lamp should not disappear into a general description of “used personal effects”. Its separate invoice and specification remain relevant.
A practical working list could look like this:
| Box or item | Contents and quantity | History to record | Question for the declarant |
|---|---|---|---|
| A01 | Used books, approximately 40 | Household ownership and use | Included in the intended relief claim? |
| A02 | One used laptop | Approximate acquisition and use dates | Relief position and battery transport acceptance? |
| N01 | One new desk lamp | Seller invoice and exact model | Normal import treatment and route requirements? |
| Review | Any uncertain item | What is missing | Hold, seek clarification or exclude? |
The identifiers are your packing references; they are not HMRC codes. Keep the same references when photographs, carton contents or carrier documents change. If the laptop moves to another box, update the packing record rather than leaving conflicting lists.
Prepare the HMRC application separately from the carrier file
The ToR1 application guidance describes the goods list and supporting identity/address documents. Grouped ordinary items can be listed sensibly; the application does not require a separate photograph or original price for every book or garment. Check the current document instructions before submission.
That does not mean a carrier will never need values or more detail for its declaration, insurance or transport acceptance. Keep the official application list and the operational packing list consistent, and ask which additional fields the appointed declarant needs. Supply private identity and address evidence only through the relevant official or independently verified authorised channel.
Apply before shipping and obtain the necessary approval reference for the relief declaration. Approval is not a substitute for an import declaration. Confirm who will declare the shipment and how the approved reference will be used. YDA Express does not issue HMRC approval.
Do not choose consolidation before confirming declaration capability
Ask the carrier these questions before instructing the warehouse to combine boxes:
This shipment includes potentially eligible relocation belongings and new purchases listed separately. Can your proposed service process the intended relief and the non-relief goods correctly? Who will make the declaration? What approval reference, packing list and item details do you need before pickup? Should the groups travel separately, and what extra handling or clearance charges apply?
The answer may depend on the service. If it cannot support the required declaration, ask about a suitable alternative rather than putting an exemption reference in an address field or relabelling everything as a gift. Physically separating goods is a useful control, but is not itself a legal requirement that every mixed shipment must travel on separate vehicles.
For ordinary repacking questions after that decision, see the large-item logistics guide. Do not use the lowest per-kilogram quote as the only selection criterion for a relief shipment.
Retain a record for every consignment
Keep the approval, item list, carton references, transport documents and actual import records together. If the shipment is split, map each consignment to its contents and tell the declarant. Tell HMRC about an exceptional circumstance through the relevant procedure; do not assume the warehouse can grant an extension.
Relief does not remove carrier charges, transport restrictions or permit requirements. Goods that do not qualify need their actual duty and VAT treatment checked. The government's moving-personal-belongings overview explains the tax position where relief is unavailable. Do not declare used goods at an invented nominal value merely because they are not new.
If a bill arrives later, preserve the import record and use the separate UK customs-bill review guide. This pre-shipment list is not a repayment application.
To check whether YDA Express has an available service for your situation, send a non-sensitive summary through its services page: destination postcode, moving date, approximate box count, goods categories, which items are new, and the declaration support required. Request route and service-scope confirmation before dispatch. Receipt photos and packing coordination cannot establish relief eligibility or guarantee approval.
