You can buy from Pinduoduo for delivery to Andorra when the product is eligible, a China-side order can be completed, and a suitable international route is available. The important question is not whether the listing price looks low. It is whether the order still makes sense after China delivery, warehouse handling, packed shipping weight, import charges and any last-mile costs are added.

Start with three numbers, not one listing price
Before checkout, build three working figures.
1. The China purchase amount
Record the selected variation, quantity, item price and seller's domestic delivery charge. Save the listing and order evidence. Do not rely on a promotional image or an approximate translation to identify the goods.

2. The packed-parcel estimate
The international quote depends on the packed parcel, not only the product's advertised weight. Ask for or estimate:
- expected product weight;
- approximate product dimensions;
- whether the retail box must be retained;
- protective packaging needed for fragile goods;
- the number of seller parcels;
- battery, liquid, powder, magnetic or branded attributes.

3. The Andorra import amount
Andorra's general IGI rate is 4.5% unless another rate applies to the goods. The Government of Andorra also explains that the import tax base normally starts with customs value and can include duties, levies, commissions, packaging, transport and insurance up to the destination inside Andorra. For industrial products from outside the European Union, Andorra applies the common external tariff under its customs-union arrangement with the EU. This is a planning estimate, not a tax guarantee. Customs and the responsible importer determine the final treatment.
Low value does not mean “no declaration”
For online purchases received through Correos or La Poste, Andorra removed the previous IGI exemptions for imports below €22 and private consignments below €220 from 1 January 2024. The Government states that postal packages must be declared for IGI. Its application can use the parcel locator to validate payment and authorise delivery or collection. This changes the decision for a cheap Pinduoduo order: low product value alone is not a reason to omit import preparation. Review the official online-purchase IGI declaration notice.
Courier and freight procedures can differ from the postal process. Confirm who will act as importer, what the carrier needs and which charges are collected before choosing the route.
Pass the product gate before paying
A correct cost estimate is useless if the product cannot use the intended route. Check the listing for batteries, liquids, creams, powders, aerosols, magnets, food, medicine, supplements, weapons, plant or animal material, and branded or suspected counterfeit goods.
Use the Pinduoduo shipping restrictions checklist before purchase. A warehouse photograph can show visible condition or a label when agreed, but it is not authentication, laboratory testing or proof of regulatory compliance.
Ask for a route check before buying if the product is regulated, difficult to describe, unusually valuable, fragile or oversized. A seller accepting the order does not prove the item can be legally imported into Andorra.
Make one of four decisions
Buy
Choose buy when the exact variant is confirmed, the product is eligible for a current route, the working final cost is acceptable and you can provide truthful import information.
Hold
Choose hold when a route quote, classification question, recipient information or seller evidence is still missing. Do not let a short promotion deadline replace these checks.
Replace
Choose replace when a similar unbranded, battery-free, smaller or easier-to-declare product solves the same need with less transport or customs risk.
Skip
Choose skip when the order depends on an inaccurate declaration, suspected counterfeit status, an unavailable route, missing evidence or a final cost that no longer makes sense.
