Pinduoduo Beauty Products to Japan: Personal-Use Limits and Pre-Shipment Checks
A low price does not make every Pinduoduo beauty item an ordinary parcel. Before products are consolidated in China, a buyer in Japan should know what each item is, what it claims to do, how many units are in the shipment and whether everything is genuinely for the named recipient's own use.
This guide creates a beauty basket release sheet. It is for an individual buyer reviewing a personal order before dispatch—not a seller importing stock, a clinic buying supplies or a shortcut around Japanese product rules.
Start with three lanes, not one “cosmetics” label
Put every SKU into one of these lanes before it reaches the export carton.
Lane A: ordinary cosmetic candidate
Examples can include lipstick, ordinary skin cream, shampoo or face masks when their presentation and claims are cosmetic. Record the exact product name, form, quantity and intended use. Do not declare the whole basket as “beauty products.”
Lane B: classification needs checking
Move an item here if the listing promises treatment, disinfection, hair growth, whitening through a pharmacological effect, pain relief or another medical-type result. In Japan, the claims and formulation can affect whether an item is treated as a cosmetic, quasi-drug, medicine or medical device. Marketplace category labels are not legal classifications.
Lane C: stop before purchase or dispatch
Use this lane for products with unknown ingredients, missing identity, leaking or pressurised packaging, counterfeit risk, loose decanted liquids, needles or devices, or quantities that do not look like personal use. Resolve the issue, return the item in China or obtain professional advice before shipping.
Apply the personal-use quantity rule SKU by SKU
Japan's Ministry of Health, Labour and Welfare explains that an individual may generally import cosmetics for personal use without an import confirmation when the amount is within 24 standard-size units per item. Its guidance also makes clear that personally imported products cannot be sold or given to another person. Check the current MHLW personal-import guidance for the exact product involved.
Treat 24 as a screening ceiling, not a shopping target. A carton containing many identical units, several recipients' orders or products intended for resale may be viewed differently. Other categories—including medicines, quasi-drugs and medical devices—have different quantity rules and may require an import confirmation even when a marketplace calls them “beauty.”
For each SKU, write down:
- complete product and brand name as sold;
- product form and intended use;
- claims shown on the listing and package;
- unit size and number of units;
- name of the actual user in Japan;
- ingredients or specification page available from the seller;
- purchase and payment evidence;
- decision: release, separate, return or escalate.
Check transport eligibility separately from import quantity
A product can fit the personal-use quantity rule and still be unsuitable for a chosen route. Perfume, aerosols, nail products, high-alcohol liquids, products with batteries and unidentified liquids may have airline or carrier restrictions. Ask for a route check using the actual product, container size and packaging—not only a screenshot of the listing title.
If several sellers' parcels are going to one warehouse, review how China parcel forwarding works before authorising consolidation. Keep route-sensitive beauty goods separate until acceptance is confirmed.
Do not confuse a tax threshold with product permission
Japan Customs states that goods with a total customs value of no more than ¥10,000 are generally exempt from customs duty and consumption tax, but specified exceptions apply. A tax exemption does not override MHLW controls or transport restrictions. Personal-use customs value is generally assessed using 60% of the overseas retail price; customs makes the final decision.
Keep the platform order, payment record, product page, ingredient or specification screenshots, seller messages, domestic tracking and final packing list. If customs or a carrier asks what is inside, “cosmetics” is not enough.

Choose return when the seller cannot supply basic identity or the route refuses the goods. Choose escalate when claims or function may move the item outside ordinary cosmetics.
A worked basket review
Suppose one recipient orders six lipsticks, ten sheet masks, two 100 ml face creams, one perfume and one battery-powered facial device. Do not count this only as “20 beauty items.” Review five separate SKUs:

The outcome may be one ordinary-cosmetics parcel, one route-sensitive item held back and one device requiring more information. That is safer than combining everything and discovering the conflict after international dispatch.
Frequently asked questions
Can I use several recipients to increase the quantity?
Do not restructure one commercial or group order to imitate several personal imports. Each shipment should reflect the real purchaser, user, value and purpose.
Does “24 units per item” mean 24 units for the whole parcel?
The MHLW guidance is expressed per cosmetic item, but classification and counting depend on the actual product. It does not convert resale stock into personal goods, and other regulated categories follow different limits.
Can a China warehouse confirm that an ingredient is legal in Japan?
A warehouse may photograph a visible label or ask the seller for a specification. It cannot test a formula or issue a Japanese regulatory conclusion. When an ingredient or claim is material to admissibility, obtain specialist advice.
Should I remove retail boxes to reduce freight?
Only after product identity and route acceptance are documented. Removing boxes too early may discard ingredient lists, batch details, warnings or proof that the product is sealed.
