Learn how Portugal treats low-value Pinduoduo parcels, why a mixed basket can create several €3 customs additions, and what to check before consolidating and shipping.
Pinduoduo to Portugal: Mixed Baskets and the €3 Product-Type Duty
For a low-value Pinduoduo order sent from China to Portugal, the number of customs product types can now change the cost. The practical question is no longer only “Is the parcel below €150?” A mixed basket may create several customs additions, while a basket containing several units of one correctly classified product type may be treated differently.
This article is for an individual buyer deciding what to keep, remove or separate before consolidation. It produces a basket worksheet, not a guaranteed tax quotation. Commercial stock, restricted goods and uncertain classifications need a separate professional review.
The Portuguese rule to apply before packing
Portugal’s Tax and Customs Authority states that, from 1 July 2026, the customs-duty relief for e-commerce consignments with an intrinsic value not exceeding €150 was removed. Qualifying B2C e-commerce goods are subject to a €3 customs duty for each customs addition in the import declaration. Its official example treats a shirt and a hat as two additions, producing €6 in duty. Review the current Portuguese tax authority notice before shipping.
An addition is not automatically the same as one physical item, one seller order or one China domestic parcel. It depends on how the goods are described and classified in the import declaration. Do not ask a warehouse to combine unlike products under a vague description to reduce the number of lines.
Build a basket map instead of guessing from parcel count
Create one row for each distinct product type in the final shipment:
- accurate product name;
- material and primary function;
- quantity;
- unit price and total paid;
- seller order reference;
- possible CN/HS classification for review;
- battery, liquid, magnet, brand or other restriction flag;
- whether the goods are for personal use.
Then group only genuinely similar goods. Five identical cotton T-shirts may form one product type, while a cotton T-shirt, metal necklace and powered beauty device should not be treated as one category simply because they fit in one carton. The final classification belongs to customs; a supplier’s Chinese export code is supporting information, not a binding Portuguese import decision.
Compare three packing choices
Keep one consolidated parcel
This may reduce repeated international base charges and packaging. It suits compatible ordinary goods when the final carton remains efficient and every item can use the same route. It does not remove VAT or the €3 duty additions.
Split a route-sensitive item
Remove batteries, liquids, cosmetics, food, aerosols, magnets or wireless equipment when they require a different route or documents. The purpose is transport and compliance, not to manipulate customs value.
Cancel a poor-value item before it arrives
A very cheap product can become uneconomic when it adds domestic delivery, warehouse handling, international freight, VAT, a new customs addition and possibly a clearance service charge. When the landed-cost layer is larger than the product’s value to you, the correct decision may be not to buy it.

Check how taxes and CTT clearance will be collected
CTT explains that customs handling depends on the value and on whether VAT and applicable duties were paid at checkout and correctly transmitted in the shipment data. If charges were not prepaid, the recipient may need to use the CTT customs-clearance portal and pay import charges plus an applicable service fee. Check the current CTT clearance information rather than assuming the marketplace checkout settles everything.
Before payment or dispatch, ask for a written answer to these questions:
- Does the quoted route collect Portuguese VAT and the applicable low-value duty before arrival?
- Will the electronic customs data show the actual product types, value and recipient contacts?
- Is the quotation DDP or DAP, and which CTT or carrier fees remain outside it?
- Who responds if customs requests payment evidence or changes a classification?
Documents to retain for a mixed Pinduoduo order
Keep the marketplace order pages, proof of payment, seller messages that identify material or function, individual item prices, domestic tracking numbers and the final warehouse packing list. CTT advises online buyers to retain evidence showing the purchase, payment, detailed goods description, quantity and value. If the seller page disappears, screenshots taken before payment can be important.

Split only when a product needs a different compliant route. Remove an item when its documentation, authenticity, transport eligibility or landed cost cannot be justified.
