Can You Ship Kitchen and Controlled Knives to Taiwan from China?

Yes—YDA Express can review ordinary knives and some legally eligible controlled knives for shipment from China to Taiwan, but every item must be approved before it reaches the export shipment.

For ordinary kitchen, household or work knives, an approved route may be available after the product, quantity and destination are checked. For a knife that may fall under Taiwan's Act Governing the Control of Guns, Ammunition and Knives, shipment is conditional on the competent authority's classification, required consent documents, carrier acceptance and written approval from YDA Express.

“YDA has a route” does not mean “every knife is legal to import.” The product must be legal for the Taiwanese receiver, permitted when required, correctly declared and accepted by the actual carrier.

Send the product for review before purchase. A warehouse arrival notice is too late to discover that police consent or a different import route is required.

Taiwan's key rule: controlled knives require authority review

Taiwan Customs has warned importers and exporters to confirm whether guns, ammunition or knives fall under the Act Governing the Control of Guns, Ammunition and Knives before shipping. When an item is controlled, the required permission should be obtained from the police authority in advance. Customs specifically advises people with classification questions to consult the National Police Agency or the local city or county police department.

Taiwan Customs also explains that restricted imports may require a permit or a consent document from the competent authority before Customs will release the goods.

  1. Is the product legally importable into Taiwan?
  2. Does YDA Express have a carrier and route that accept the exact product?

Both answers must be yes. Passing only one test is not enough.

Ordinary kitchen knives versus controlled knives

An ordinary cooking knife is usually bought and used as a household tool, while controlled knives are assessed under their legal features and intended category. However, customers should not make the classification from appearance alone.

Details that may affect review include:

  • blade length and total length;
  • single or double cutting edge;
  • fixed, manual-folding, spring-assisted or automatic opening;
  • locking mechanism;
  • point and guard design;
  • concealed or disguised construction;
  • knuckle-style or weapon-style handle;
  • advertised purpose;
  • quantity and commercial context.

YDA Express does not publish a universal “safe blade length” because no single measurement resolves every product. The authorities may look at the complete design.

For an uncertain product, the receiver should ask Taiwan's National Police Agency or local police department for classification before purchasing. If a permit or import/export consent letter is required, obtain it before the item is dispatched from China.

Extra check for products originating in mainland China

A shipment from mainland China to Taiwan may also be affected by Taiwan's origin-specific import rules. Taiwan Customs explains that some mainland-origin goods are conditionally permitted under MP1 or require an import permit under code 121, while goods marked MW0 are not permitted for import.

The applicable rule depends on the correct Taiwan CCC classification and the exact product—not just the word “knife.” Commercial importers should verify:

  • the product's CCC/HS classification;
  • country of origin;
  • whether the item is allowed from mainland China;
  • whether an import permit or competent-authority consent is required;
  • whether the importer has the necessary business registration and customs arrangements.

A police consent document for a controlled knife does not automatically resolve a separate mainland-origin restriction. Likewise, an origin rule does not replace the knife-control review.

Outcome A: ordinary item approved

The item appears to be an ordinary household, kitchen or work knife, the route accepts it, the description is complete and no additional document has been identified during screening. YDA Express can issue written route acceptance and packing instructions.

Outcome B: controlled item conditionally approved

The item may be controlled, but a designated route can consider it. Dispatch can proceed only after the receiver provides the required Taiwanese consent or permit, YDA Express checks the document against the product, and the carrier accepts the shipment.

Some controlled knives can therefore be shipped—but only through this conditional process.

Outcome C: rejected or held

The shipment is rejected or held when:

  • the item is prohibited or cannot legally be imported;
  • the required police or import document is missing;
  • mainland-origin rules do not permit the product;
  • the carrier or route does not accept it;
  • the item differs from the reviewed specifications;
  • the customer asks for concealment, undervaluation or a false name;
  • safe packing cannot be achieved.

The customer may need to return the item to the seller inside China. YDA Express will not bypass the law or relabel a controlled knife as general merchandise.

Safe packing requirements

Knives must never move freely inside a parcel.

  • Cover the full cutting edge and tip with a rigid blade guard or sheath.
  • Tape or fasten the guard so it cannot detach.
  • Fix the knife inside a rigid inner box.
  • Cushion the handle and tip to prevent puncture.
  • Separate multiple knives so they cannot strike each other.
  • Use a strong outer carton and remove empty movement.
  • Keep permit and product documents available for clearance.
  • Tell the warehouse if the seller's retail packaging contains extra blades.

For commercial sets, the packing list should match the actual number of pieces and cartons.

Truthful customs descriptions

A good declaration tells Customs what the item is, what it is made of and how it operates.

Useful examples:

  • “Stainless-steel kitchen chef's knife, fixed blade, household cooking use”
  • “Manual folding utility knife, non-automatic, work use”
  • “Controlled collectible knife, model and specifications per attached police consent”

Avoid descriptions such as “gift,” “sample,” “metal item,” “kitchen accessory” or “tool” when they hide the product's nature. Do not reduce the declared value or omit spare blades.

1. Pre-purchase screening

Ask YDA Express to review the listing, specifications and Taiwan destination. Do not rely on a seller's claim that “others have shipped it before.”

2. Authority confirmation

If the product might be controlled, the Taiwanese receiver contacts the National Police Agency or local police department. Commercial importers also verify the CCC classification and mainland-origin rule.

3. Document and route approval

Send all permits and the final product information to YDA Express. Written approval should identify the item, quantity, route conditions and validity period.

4. Warehouse receiving and inspection

The warehouse checks the delivered model against the approved file. Changes in blade, mechanism, quantity or packaging require a new review.

5. Protective packing and declaration

The product is immobilized, itemized and declared with its actual value. Supporting documents are attached or made available as required.

6. Taiwan import clearance

Taiwan Customs and the competent authorities may inspect the goods, request documents, assess duties or taxes, order return, or take enforcement action. Final release is outside the forwarder's control.
