
Understand when a Chile-bound Taobao or 1688 order may collect 19% VAT at checkout and when tax is handled during import, including the USD 500 threshold.
For a Taobao or 1688 order going to Chile, the first tax question is not “How much duty will I pay?” It is “Was Chilean VAT collected at checkout, or will it be collected during import?” The answer determines what proof you should keep, when you need cash available, and which clearance path may apply.
Chile’s current low-value remote-sales system uses a USD 500 threshold and a 19% VAT rate, but that does not mean every marketplace order follows the same path. Platform registration, the seller’s role, the value of the goods and the information transmitted with the shipment all matter.
The two-path decision
Path A: 19% VAT is charged at checkout
Chile’s Servicio de Impuestos Internos explains that a foreign platform or merchant registered under the simplified system should add 19% VAT to remote sales of goods worth up to USD 500 to Chilean consumers. When the VAT was effectively collected and the required information accompanies the shipment, the corresponding import can be exempt from customs duty and import VAT.
Your job as the buyer is to keep evidence that connects the purchase to the parcel: order description, amount paid, VAT line, seller or platform identity and transport reference.
Path B: Chilean VAT is not charged, or the goods exceed USD 500
If the purchase page does not collect Chilean VAT, or the value exceeds USD 500, SII states that tax is paid at import according to the Customs procedure. The carrier, postal operator or customs process may request payment and supporting documents before release.
Do not read “no VAT at checkout” as “tax free.” Treat it as a signal to prepare for import-stage collection.
Do not guess whether Taobao or 1688 is registered
Registration can change, and the commercial chain may involve a marketplace, a seller, an agent and a forwarding company. A familiar platform logo is not proof that Chilean VAT was collected for your specific order.
Before paying:
- Check the current registered-platform list linked from the official SII VAT on goods page.
- Review the final checkout, not only the product page.
- Look for a clearly identified Chilean VAT amount.
- Save the final invoice or payment record.
- Ask the agent how the commercial description and value will be documented for transport.

A USD 500 threshold is not a complete landed-cost calculation
The threshold helps determine the simplified VAT route, but your purchase decision still needs a full cost sheet. Keep these components separate:
- goods value shown on the commercial record;
- seller-to-warehouse delivery in China;
- agent or purchasing service charges;
- inspection, consolidation and repacking charges;
- international freight and insurance where applicable;
- VAT or other import charges;
- carrier, postal or local handling;
- delivery inside Chile.
Do not insert a made-up tax percentage into every line. The final customs value, classification, product controls and procedure may affect the result. For a high-value, repeated or commercial-looking shipment, obtain advice from a Chilean customs professional before paying suppliers.
What records should travel with the decision?
Create one file for the order before the parcel leaves China:
- product links and screenshots of selected variants;
- itemized order or supplier invoice;
- proof of payment;
- evidence of VAT collected at checkout, if any;
- agent service invoice or fee record;
- warehouse parcel records and final packing list;
- final carton count, actual weight and dimensions;
- transport document or tracking reference;
- clear product descriptions in a language usable for declaration.
Avoid vague descriptions such as “accessories,” “samples” or “gifts” when they do not accurately identify the goods. The freight forwarder can transmit shipment information, but the buyer or importer remains responsible for truthful commercial facts and import compliance.
A checkout-to-customs worksheet
Use these questions in order:
- Is the buyer a Chilean consumer rather than a business purchasing for resale? If the order is commercial, do not assume the consumer simplified route fits.
- Is the goods value at or below USD 500? If not, prepare for the regular import procedure.
- Is the platform or merchant currently registered with SII? Verify against the official list.
- Does the final payment record show 19% Chilean VAT? Save the evidence.
- Can the parcel data be matched to the purchase record? Product description, value and reference should be consistent.
- Does the product need another approval? Tax collection does not replace product permits, safety rules or restricted-goods checks.
If any answer is unclear, pause before international dispatch. It is easier to correct a document while the goods remain in China than after a parcel is held for missing information.
Three common mistakes
Assuming the seller’s “tax included” message means Chilean IVA
A seller may use “tax included” for another tax or a domestic price. Only rely on a transaction record that identifies the applicable Chilean VAT treatment.
Using the product price as the only import record
The parcel may contain several orders, discounts, returns or agent purchases. Keep an itemized record that explains what is actually inside the final carton.
Treating tax payment as product approval
Paying VAT does not make a regulated, prohibited or incorrectly described product admissible. Check product-specific requirements separately before purchase.

Do not ask only whether Taobao or 1688 “charges tax.” Ask whether your specific Chile-bound transaction shows Chilean VAT, whether the platform or merchant is currently registered, whether the goods are within the applicable value limit, and whether the parcel records prove the same purchase.
