Decide whether a China order sent to Monaco should be handled as personal shopping or a commercial import, and prepare the right buyer, supplier and customs information before payment.

The first decision is not which carrier to use. It is whether the order is genuinely personal shopping or stock, samples or supplies for a business. That answer changes the buyer information, supplier evidence, product checks and customs preparation you need before the goods leave China.

Taobao and 1688 are only sourcing platforms; they do not determine the legal character of your import. A small 1688 order can still be personal, while repeated identical Taobao items can look commercial. Customs may consider quantity, repetition, product type, documentation and intended use together.

Start with the destination rule

Monaco is treated as French territory for customs, VAT and excise purposes, although it is not an EU member state. The European Commission territorial-scope table is the correct starting point for imports from China.

For tariff and regulatory checks, French Customs directs importers to the RITA tariff reference, which shows EU and national measures for goods from third countries. It also warns that classification depends on the real characteristics of the goods, not only the commercial description. Use RITA and the French Customs guidance for a current check; a supplier’s Chinese export code is not a guaranteed Monaco import classification.

A five-question decision tree

1. Who will use the goods?

If the products are for you or your household, continue down the personal branch. If they will be resold, supplied to customers, used in a professional activity, installed in a commercial project or used as samples for a future order, use the commercial branch.

2. Does the quantity match that purpose?

One coat in your size looks different from twenty identical coats in several sizes. A mixed personal basket looks different from repeated monthly orders of the same SKU. There is no safe universal quantity that turns every item into a personal import; context matters.

3. Is the seller evidence sufficient?

For a personal order, keep the order page, payment record and accurate product description. For a commercial order, ask before paying for a usable commercial invoice, supplier identity, product specifications, model numbers, materials, unit quantities and country of origin where applicable.

4. Does the product require compliance evidence?

Electrical goods, toys, protective equipment, cosmetics, food-contact items, wireless equipment and other regulated categories may need specific markings, technical files, test evidence or responsible economic-operator arrangements. A photo of a mark or a seller statement is not automatically sufficient.

5. Is the importer prepared to answer customs questions?

The named importer should be able to explain the goods, value, purpose, classification basis and supporting documents. A freight forwarder can transmit paperwork and arrange transport, but it does not replace the importer’s legal and product-compliance responsibilities.

Personal branch: what to prepare

For an ordinary personal purchase, create a simple file containing:

  • platform order screenshots or records;
  • proof of the actual amount paid;
  • product name, material, function and quantity;
  • seller invoice or receipt if available;
  • confirmation that batteries, liquids, food, cosmetics, brands or other restrictions have been checked;
  • recipient name, Monaco address, postcode and reachable phone number;
  • the agreed DDP or DAP terms.

Do not describe a mixed order as “gift” or “samples” unless that is true. Do not let a generic declaration such as “accessories” replace the real product description.

Commercial branch: stop before payment if the file is incomplete

For resale, business use or product samples, the payment decision should follow the document decision. Prepare:

  • buyer/importer legal identity and any registration required for the intended procedure;
  • supplier legal name and contact details;
  • pro forma or commercial invoice with product-level values;
  • product specifications, model, composition and intended use;
  • packaging list and quantity plan;
  • proposed HS classification with supporting reasoning;
  • origin information where relevant;
  • applicable product-compliance evidence;
  • agreed Incoterm and responsibility for customs costs;
  • a plan for inspection, non-conformity and return while the goods are still in China.

Use the official tariff reference to identify possible duties and regulatory measures, then confirm uncertain classifications with a qualified customs professional. Do not ask a warehouse to invent a lower value or vague description to make the shipment appear personal.

Taobao and 1688 create different practical risks

Taobao is often easier for a single consumer product, but listings may focus on retail presentation rather than export documentation. 1688 is designed around domestic wholesale sourcing, so minimum quantities, factory communication, specifications and commercial invoices deserve more attention. Neither platform guarantees international transport eligibility or Monaco/EU product compliance.

Stop the order when the seller cannot identify the product, refuses to provide usable information, promises false declarations, or cannot support a regulated-product claim.
