
Do Taobao, 1688 and Pinduoduo orders shipped to the USA pay import duty? Learn what replaced the $800 de minimis rule and how HTS classification, Section 301, DDP and DAP affect cost.

Yes—an order from Taobao, 1688 or Pinduoduo can be charged U.S. import duty. The important change is that the old commercial de minimis treatment, often described as “orders under $800 enter duty-free,” is no longer available for these low-value imports. Since August 29, 2025, the United States has suspended duty-free de minimis treatment globally, and 2026 rules continue that suspension for postal and non-postal shipments.
That does not mean every parcel pays the same percentage. The final amount depends on the product, material, country of origin, customs value, HTS classification, entry method and any additional trade measures. Taobao, 1688 and Pinduoduo are sales platforms; U.S. Customs does not set the tax by platform name.
The Short Answer
- A parcel below $800 is no longer automatically duty-free merely because of its value.
- Some products have a zero ordinary tariff rate, while many clothing, footwear, bags and home-goods classifications have a positive rate.
- China-origin goods may also be subject to Section 301 duties, depending on the exact HTS subheading.
- Special rules can apply to steel or aluminum content, automobiles and parts, antidumping or countervailing duty goods, quota goods, food, cosmetics, electronics and other regulated items.
- Carrier, broker, disbursement or entry-processing charges are separate from customs duty and may also appear on the bill.
What Changed With the $800 Rule?
Older guides often state that a U.S. buyer can import a commercial parcel worth $800 or less without duty. That is no longer a safe rule for current shipments. Executive Order 14324 suspended duty-free de minimis treatment worldwide from August 29, 2025. Executive Order 14388 continued the suspension in February 2026.
CBP's June 2026 rules established customs processes for both postal and non-postal low-value shipments. Postal packages valued at $2,500 or less may qualify for a new informal mail entry process when otherwise eligible, but applicable duties, taxes and fees still have to be collected. Non-postal shipments that previously used de minimis treatment generally require an appropriate customs entry.
You may also find older 2026 articles referring to a temporary 10% import surcharge. That surcharge was scheduled to run from February 24 through July 24, 2026. It should not be added to a September 2026 estimate unless an official source confirms a later extension or replacement.
Does the Marketplace Change the Tax?
No. The same U.S. customs principles apply whether you bought from Taobao, 1688, Pinduoduo, JD, Tmall or directly from a Chinese supplier.
Customs normally cares about:
- What the product actually is.
- What it is made from and how it is used.
- Its country of origin.
- Its declared transaction value and any dutiable additions.
- The correct HTS code.
- Whether Section 301, Section 232, antidumping/countervailing duties, quotas or agency rules apply.
- Whether the shipment is personal, commercial or intended for resale.

Why There Is No Single “Taobao Tax Rate”
Consider three orders with the same $200 purchase value:
- A cotton shirt, leather shoe and synthetic jacket can fall under different apparel and footwear classifications with different rates.
- A small plastic organizer may have a different ordinary rate from a metal kitchen item.
- A rechargeable electronic product may trigger product-safety, battery-route or agency requirements in addition to tariff questions.
For China-origin goods, Section 301 duties are determined by the exact 8- or 10-digit HTS classification. A seller description such as “accessory,” “sample” or “daily goods” is not enough. How Customs Value Is Different From Shipping Cost
Customs value is not automatically the same as the amount charged by a freight forwarder. Product value, assists, royalties, packing and other additions can affect valuation under U.S. rules. International freight may be shown separately, but invoices and payment records should be accurate and consistent.
Warehouse repacking can still make a major difference to the logistics bill. Removing unnecessary shoe boxes or seller cartons, combining compatible orders, and compressing suitable soft goods can reduce dimensional weight. Who Pays: DDP or DAP?
The shipping term affects when and how the charge reaches you, not whether the law applies.
- DDP: the quoted service may include estimated import charges, with the sender or service provider arranging payment. Confirm in writing what is included and what happens if customs reassesses the shipment.
- DAP: the recipient generally pays import duty, tax and carrier clearance charges when requested before or after delivery.
Do not assume that “tax included,” “special line” or “all-inclusive” means every possible customs reassessment is guaranteed. A Practical Pre-Shipping Checklist
Before paying for international delivery, prepare:
- Exact product name, material, function and quantity.
- Seller invoice and payment evidence.
- Country of origin for each item.
- Proposed HTS classification, checked in the current USITC tariff schedule.
- Section 301 search result for the exact HTS subheading.
- Confirmation of restricted-item eligibility and required agency documents.
- Written shipping term: DDP, DAP or another agreed term.
- A budget for duty plus separate carrier or broker fees.
For mixed parcels, provide a line-by-line packing list. “Clothes,” “accessories” or “samples” is too vague. If you are using a purchasing service, make sure you understand what it can inspect and what remains the importer's responsibility.
Never Underdeclare or Mark a Purchase as a Gift
A normal marketplace purchase is not a bona fide personal gift simply because the sender selects “gift” on a form. Deliberately lowering the value, hiding the true product or using an inaccurate description can cause delay, reassessment, seizure or penalties. Accurate declaration is especially important for branded goods, regulated products and commercial quantities.
