Taobao Orders to Andorra: Inspect, Consolidate and Prepare the Parcel Before Dispatch
A Taobao parcel should leave the China warehouse for Andorra only after it passes five release gates: the item matches the order, the warehouse evidence answers the important questions, the parcel design suits the goods, the import file is consistent, and the recipient can complete the destination process.
This article is for an Andorra-based buyer who has chosen products or already has seller parcels moving to a China warehouse. It is not another platform overview or a final-cost calculator. Its output is a clear instruction: release, hold for evidence, separate the shipment or return while the China-side option is still open. Gate 1: Can the listing and the parcel be matched?
Before the seller ships, save the listing, selected variation, quantity, seller name, domestic tracking number and return deadline. Translate attributes that affect identity or transport: material, dimensions, voltage, battery specification, liquid volume, brand markings and intended use.
Do not describe a product as “accessory”, “sample” or “gift” merely because those words seem convenient. The customs description should explain what the item actually is. Pass: the warehouse can connect each parcel to a specific order line.
Hold: the variation, quantity or product identity is uncertain.
Gate 2: Does the warehouse evidence answer the purchase risk?
Inspection should be written as questions, not requested as a vague “please check”. Choose evidence that could change your decision:
- one overview photograph showing the received item and quantity;
- close-ups of size, model, material or care labels;
- visible condition of fragile surfaces or retail packaging;
- battery, liquid or electrical markings when relevant;
- dimensions of a bulky item before deciding on international packaging.
Basic photographs cannot confirm authenticity, internal performance, chemical composition or compliance with Andorran rules. Professional testing and certification are separate matters.
Pass: the visible evidence matches the order and no unresolved defect affects use or shipment.
Return or hold: a wrong variation, shortage or visible damage is found while a China-side remedy may still be available.
Gate 3: Should the parcels be consolidated or separated?
Consolidation is useful only when the combined parcel remains compatible with one route and produces sensible chargeable weight. The parcel-consolidation guide explains the basic warehouse model, but the actual decision must use the contents and measurements of this order.
Consolidate when
- ordinary goods can use the same route;
- duplicate seller cartons can be removed safely;
- the finished carton remains manageable;
- fragile and heavy items can be protected without crushing each other;
- one consistent invoice and packing record can describe the contents.
Separate when
- batteries, liquids, powders or magnets need a different service;
- a fragile item would be endangered by heavy goods;
- a return decision is still pending for one parcel;
- one regulated or branded item could block otherwise ordinary goods;
- a large carton would create excessive volumetric weight.
International services may charge the higher of actual and volumetric weight. Review how chargeable weight and shipping costs are calculated, then approve packaging only after the warehouse provides final dimensions and weight.
Pass: the consolidation plan reduces handling without hiding a product restriction or creating an inefficient carton.
Separate: different goods need different routes, documents or packaging.
Gate 4: Is the Andorra import file internally consistent?
The parcel, invoice and declaration should agree on product identity, quantity, value and origin. Keep the Taobao order evidence and payment record. Ask for a packing record that matches the finished cartons.
Andorra's general IGI rate is 4.5%, although another rate may apply to particular goods. The import tax base normally includes customs value and may add duties, levies, commission, packaging, transport and insurance to the destination. Use the official explanations of IGI rates and the import tax base when preparing the cost and document file.
For industrial goods from outside the EU, Andorra applies the common external tariff under its customs-union arrangement with the EU. Classification and origin therefore matter. Do not copy a supplier's HS code without checking whether it defensibly describes the goods. See the official customs tariff information.
Pass: order evidence, packing information and declaration all describe the same goods.
Hold: value, quantity, origin or description conflicts across documents.
Gate 5: Can the recipient complete delivery or collection?
For online purchases received through Correos or La Poste, Andorra requires IGI declaration for postal packages. The previous low-value exemptions below €22 and private consignments below €220 were removed from 1 January 2024. The Government's process uses a digital certificate, census number and email; for postal purchases, the parcel locator can be entered so customs payment is validated and delivery authorised. Not every international route ends with those postal operators. For a courier or freight service, confirm the carrier's clearance workflow, recipient contact details and payment method for import charges. A correct China-side parcel can still be delayed if the recipient cannot respond.
Pass: the recipient name, address, postcode, telephone and email are correct, and the recipient understands the expected import step.
Hold: recipient data or the import-payment process is unresolved.
Issue one dispatch instruction
After the five gates, send the warehouse one written instruction:
- Release: all five gates pass; ship using the confirmed route.
- Hold for evidence: request named photographs, measurements or seller documents.
- Separate: specify which order lines require another carton or route.
- Return in China: use when a wrong or unsuitable item can still be returned under the seller's applicable terms.
Do not authorise shipment with “send everything” when a gate remains unresolved. Once international dispatch begins, a China-side return is usually much harder or impossible.
