A practical response guide for a personal Taobao shipment already asked for NTC documents: identify the required certificate, applicant and evidence before filing.
If your Taobao parcel is already in the Philippines and the carrier asks for NTC documents, first identify the document being requested and who must apply. A model approval certificate, a shipment’s Permit to Import and a Certificate of Exemption answer different questions. Sending an unrelated certificate—or simply replying “personal use”—may leave the request unanswered.
This guide is for a personal recipient responding to an actual document request for a phone, router or other wireless device. It does not assume every device needs the same permit. Policy checked: 2 November 2026.
Read the requested document before collecting attachments
Keep the complete notice, including its shipment reference, handling office, reply channel and stated deadline. Confirm it against the carrier’s official shipment record or contact channel. Ask the clearance team to identify the exact missing document if the message only says “NTC clearance.”
The NTC regional Citizen’s Charter describes separate services for CPE—customer premises equipment—and non-CPE. Its CPE note includes indoor wireless data network equipment and short-range devices. Use the agency’s classification for the actual equipment, rather than deciding from a seller’s broad “computer accessory” label.

A seller’s CE mark or overseas test report does not establish that the requested Philippine document has been supplied. Nor does an equipment approval record by itself prove that this shipment has been released.
Personal use is information for the assessment
NTC’s published NSW application instructions allow personal/company-use applicants in the NCR procedure to submit technical specifications or a Type Approval/Acceptance certificate for evaluation. They say the equipment’s approval or acceptance may or may not be required after that evaluation.
That is a reason to provide the device’s actual specifications and purpose. It is not a blanket exemption for all personal phones, laptops or routers. No universal “up to five units are exempt” rule is established by the official material used here.
Explain how many units you imported and what you will do with them. If the goods are for resale, say so: the trader/supplier requirements differ. An employer’s equipment for company use also should not automatically be described as retail stock or as the employee’s personal purchase.
NTC publishes a separate route for demonstration/testing of non-type-approved CPE. Calling a normal Taobao order a “sample” does not establish eligibility for that route.
Put the Taobao evidence into one shipment file
The purchase record and the international shipment record may be held by different people. Open Purchased Items/已买到的宝贝 and the order details in the account used to buy. Save the selected specification, quantity, actual payment record and seller details. A product link alone can change and may show a different variant.
For an order first delivered to a China warehouse, retain the domestic tracking number and ask the forwarder to link it to the international waybill. For an order using another checkout route, use that actual carrier and shipment reference. This guide does not promise that Taobao offers the same Philippine delivery or return service for every listing.
Prepare this short attachment index:
- Purchase: invoice or seller-issued purchase document, with the Taobao order/payment record as supporting evidence. Ask the handling office what it accepts if no suitable invoice is available.
- Equipment: manufacturer, complete model including suffix, selected variant, radio specifications and the manufacturer’s datasheet. Add a clear device-label photo when available.
- Shipment: international waybill or packing list, plus the domestic-to-international reference match where relevant.
- Use and applicant: actual quantity, personal/company/resale purpose, applicant’s name, and any existing approval reference requested by the office.
The NTC instructions expressly use invoice, technical information and waybill/packing-list evidence. Extra photographs help identify the item; they do not replace a required certificate. If someone purchased on your behalf, identify who holds the Taobao order and refund records before asking them for the missing files.
Confirm who files, then use the named procedure
Ask whether you are expected to apply yourself or authorize the carrier’s clearance representative. The NTC charter provides for representatives with signed authorization and identification. Agree which party prepares the application, pays official charges and returns the issued document; a purchase agent is not automatically your Philippine regulatory representative.
The published NTC procedure uses the Philippine National Single Window (NSW), with the NTC office and form selected for the relevant equipment. A notice may instead ask you to supply an existing certificate to the carrier. Confirm that distinction so that two parties do not file different applications for the same request.
Use the current instructions of the responsible office. NTC now lists a July 2026 Citizen’s Charter; the detailed guidance linked above is the published 2022/2025 material. Confirm current attachments, channel and fees rather than treating an older email address, fee or processing time as a promise.
You can adapt this message without assuming the outcome:
Regarding shipment [waybill], the request names [exact document]. The item is [manufacturer/full model], quantity [number], for [true use]. Attached are the invoice, technical details and shipment record. Please confirm the required NTC procedure, responsible applicant and office, and whether an existing approval record or Certificate of Exemption is applicable. Please identify any missing attachment and the response deadline for this shipment.
A tax-free parcel can still need an NTC response
Under BOC CAO01-2025, the general de minimis threshold is FOB/FCA value not exceeding PHP10,000, with no duty or tax collected for eligible goods. This is not a CIF threshold or a waiver of product regulation. Do not reply to an NTC request only with the purchase price.
Where import VAT is due, the general rate is 12%, on BOC’s customs-duty valuation plus duties, applicable excise and other includible charges—not simply 12% of the Taobao listing price. The official 2026 BOI guide explains that base. Duty depends on the actual tariff classification, origin and any supported preference.
Processing and carrier charges are separate questions. CAO02-2025 provides IPC even for third-party-cleared de minimis goods. Ask for an itemized bill distinguishing import taxes, official processing charges and the carrier’s services; paying a bill is not evidence that the NTC requirement has been satisfied.
Close the request with a document and receipt
Keep the application reference, issued permit/certificate if required, and proof that the clearance team received it. Ask what remains outstanding. An application submission is not approval, and NTC approval is not the same as BOC release. Follow the actual notice deadline and ask promptly about extensions if evidence is missing.
If BPS product certification is also requested, answer that separately: the mandatory list names specific products, including televisions, plugs and extension-cord sets. An NTC exemption does not settle another agency’s requirement.
