Taobao and Pinduoduo to Germany: Is Your Clothing Order Worth Forwarding?

Before buying clothes on Taobao or Pinduoduo for Germany, check the exact variant, purchase arrangement, packing and import costs. Keep a clear record of every item.

You can arrange a China purchase and forwarding to Germany, but a low clothing price is only the starting point. Before paying, check whether the exact item can be accepted, who will buy it, and whether the complete cost still makes sense. For a first order, ordinary adult clothing is easier to assess than a mixed parcel containing cosmetics, batteries or specialist equipment.

The German cost checkpoint has changed

Do not budget on the old assumption that a parcel below €150 is automatically duty-free. The German finance ministry confirms the removal of that relief from 1 July 2026 and a €3 duty per goods category in applicable low-value consignments. The import date matters. The Commission's current guidance covers imported distance-sale consignments not exceeding €150. Ask the declarant which treatment applies to your agent-forwarded order; €3 is not a universal all-in charge for every box.

A goods category is a customs classification, not a seller, colour or shopping-cart line. Material and construction can matter. Ask for an itemised packing list rather than trying to count categories from marketplace labels. Above €150, check the applicable tariff and any additional measures for the actual goods and origin.

Ordinary clothing is generally subject to Germany's 19% import VAT; selected other goods have a reduced 7% rate. VAT is separate from duty. Under section 11 of Germany's VAT law, the import VAT basis includes customs value and relevant additions, including duty and applicable transport costs not already included. It is not simply the shirt price multiplied by 19%.

Keep two values separate. The intrinsic goods value used for the low-value boundary is not the VAT calculation base. Official German guidance on intrinsic value distinguishes separately stated transport and insurance from costs embedded in an undivided price. Save the breakdown; do not invent a freight deduction.

Before paying, ask four questions about the German bill

A quotation that only says “tax included” is not enough to compare clothing orders. Ask the service or declarant:

  • Does this shipment use an eligible IOSS arrangement, or will German import VAT be collected on import? Keep the answer with the quote. A shopping-agent service fee is not proof that VAT has been paid.
  • Which customs treatment will apply to this order after the July 2026 change? If the €3 category duty applies, ask how the actual clothing will be grouped; do not count sellers as categories.
  • What value and transport costs will be used for German import VAT? The intrinsic-value boundary and VAT basis answer different questions, so request both rather than accepting one unexplained total.
  • Who pays the German destination charges, and which private service fees remain outside the quote?

The last question can change whether a cheap shirt is worth forwarding. Deutsche Post's published information lists a €7.50 advancement fee for its relevant service. That is a carrier fee, not duty or VAT, and it is not a price list for DHL Express or every YDA route. Ask which operator and charging arrangement your quote actually uses. Do not put €7.50 into every German order automatically.

A personal clothing purchase and clothing bought for resale also need different treatment. This guide does not cover stock for a shop. Tell the service if resale is intended, and ask for a commercial-import review rather than describing it as personal shopping. Likewise, a low-value customs procedure is not an exemption from product restrictions or from providing accurate information.

Compare one box with separate parcels

Request two estimates using the same actual items: separate dispatches and consolidation after all items arrive. For each option, record:

  • Product cost and China domestic delivery.
  • Purchasing, inspection and packing services you have agreed to.
  • International transport, using final packed weight and dimensions.
  • The applicable German duty and VAT arrangement.
  • Destination clearance, advancement, delivery or storage services, if applicable.

Consolidation can reduce repeated transport costs, but it does not remove duty categories or guarantee the lowest overall cost. A larger parcel may cross the €150 intrinsic-value boundary. Keep every item's real description and price when consolidating; one box is not one generic “clothing” item.

Use the shipping calculator for an initial estimate, then ask what the quote includes and excludes. A quote before packing remains provisional. Ask which transport and clearance options are available to your German postcode at dispatch, rather than assuming air, sea, rail or tax-inclusive service is always offered.

Decide who is placing the order

On Taobao, confirm the chosen variant on the seller's listing; a displayed price may belong to another option. On Pinduoduo, check the particular offer and whether its purchase conditions and shipping date fit your request. Do not assume the agent will receive the lowest promotional price shown on your own account.

If you can place and pay for the order yourself, ask whether forwarding alone is available for the item. Get the current China warehouse address and your identifying warehouse code from the service, then confirm how incoming parcels are matched to your account. If you need purchasing help, send the link, variant screenshot, quantity and maximum approved product price. Ask for the purchase and service charges before payment. Paying a China seller or an agent is not evidence that German VAT has been collected through IOSS, the EU system for eligible import distance sales. Request written confirmation of the actual tax arrangement for your shipment.

Keep a small file for every seller

Save the order confirmation, selected variant, price and discount record, payment evidence and domestic tracking number. If YDA purchases for you, ask for a record linking the seller purchase to your purchasing order, with product cost and service charges separated. A platform balance top-up alone may not explain the value of the goods.

At the warehouse, request the agreed photos before consolidation: the selected style, quantity, visible condition and useful labels. If a measurement is important, agree where and how it will be taken. Check the seller's actual return conditions promptly; waiting for the last parcel can leave earlier items outside their return window.

Send this before approving the purchase

“Delivery country: Germany. These are for my personal use. Here are the links, variants, quantities and product-price limit. Please confirm item acceptance, purchase/service charges and the documents available. Before international dispatch, please send the packed measurements, available route and a breakdown of what the quote includes, including the destination tax arrangement.”

If any answer is missing, pause that item. Recheck destination rules and carrier acceptance before dispatch; the policy date above does not keep future rates, restrictions or routes fixed. Buying less, or skipping an uncertain product, can be the sensible first-order decision.
