Returning a Taobao Order from Ireland: Who Refunds VAT and Duty?

Already received a Taobao order in Ireland and want to return it? Separate the product refund, VAT, customs duty, UHF and carrier fees, then contact the right party with the right records.

If a Taobao order has already been delivered in Ireland, ask the seller about the product refund first, then trace each tax or fee to the business that collected it. Posting the item back does not automatically reverse the Irish import bill. A seller's “full refund” may cover the goods while leaving other costs with you.

This guide is for a personal purchase being returned from the Republic of Ireland to China. If the item is still in a China warehouse, use the Ireland clothing checks before international dispatch instead. Commercial stock, repairs, replacements and goods stopped by customs need a different assessment.

Start with the receipts, not the refund total

Put the Taobao order, payment record and Irish delivery bill beside each other. Record the currency, amount, payee and description of every charge. Do not treat one line called “tax” or “shipping” as proof that Irish VAT was collected through IOSS, a system for collecting VAT at checkout on eligible low-value online purchases.

Money paid First contact Record to keep
Product price Seller/platform; agent if it paid Order and refund decision
Irish VAT at checkout Seller/platform that collected it Invoice showing that VAT
VAT or duty on arrival Import operator; An Post: retailer first Customs bill and payment receipt
Union Handling Fee (UHF) Business that charged you Separate fee line
Carrier administration fee Carrier that billed it Carrier invoice
Return postage or other services Business providing the service Quote and agreed terms

If a purchasing agent paid the Taobao seller, confirm where a seller refund will arrive and how it will be credited to you. A refund in CNY and a credit in your home currency can differ. The Taobao return-cost guide explains payment conversion and completed-service deductions separately.

Your reason for returning changes the tax question

Changed your mind or chose the wrong size: for consignments valued at €150 or less, Revenue says customs authorities do not refund the €3 customs duty when goods are returned because the buyer changed their mind. Do not count that money as recoverable when comparing return postage with the expected refund.

Faulty or different from the contract: keep evidence of the specific fault or mismatch and contact the seller/platform first. Then establish who handled the import formalities and can deal with the tax claim. Describe what happened accurately; a garment that matches its listing but does not suit you is not automatically a faulty item.

Irish VAT collected at checkout through IOSS: ask the seller/platform about including that VAT in its refund, subject to its terms. A China domestic Taobao purchase followed by separate forwarding does not, by itself, prove an IOSS transaction.

A consignment over €150: do not apply the low-value €3 rule. Ask the original import operator what refund procedure, declaration changes, evidence and deadlines apply to your return. Contact it before posting, not after the seller has received the parcel. These routes are set out in Revenue's refund guidance; Revenue does not pay these refunds directly to individual consumers.

Use the original import consignment when checking the €150 branch; a partial refund does not create a new low-value import. Keep the original declared value, VAT rate and calculation basis. For a partial return from a consolidated parcel, identify the returned items individually and ask how the relevant declaration lines and tax amounts can be matched. Do not divide the whole tax bill by the number of products or choose a new VAT rate yourself.

Two charges can stay paid even when the product goes back

From 1 November 2026, the Union Handling Fee is €2 per distinct item for online purchases sent from outside the EU by a business to a private buyer, regardless of purchase value. It is separate from VAT, customs duty and the carrier's own administration fee. Businesses pay it and may pass it to the consumer. Revenue's UHF guidance says it is non-refundable even when goods are faulty or returned. Check whether it was actually charged on your import; a parcel delivered before its introduction may have a different bill.

The carrier's administration fee is another line. The CCPC's customs-charge advice says an administration fee paid to the delivery company is not refunded simply because the goods are later returned. Ask separately about any disputed or incorrectly billed charge; do not include a fee in your expected tax refund merely because the word “customs” appears beside it.

If An Post delivered it, start the delivered-return enquiry with the retailer

There is an important difference between the general Revenue route and An Post's process. An Post's customs terms direct customers to the retailer for customs-assessment or returned-goods refund enquiries after delivery. Its customs information page also says it does not process VAT or customs refunds for goods returned after delivery. An administration-fee query is raised with An Post separately.

Send the retailer the original tracking number, customs reference, bill and return reason. Ask it to confirm who will handle any customs correction or refund claim. If a China domestic seller says it only handles the product price, ask the seller, forwarding provider and original declarant—the business that filed the customs declaration—to identify the responsible party in writing. They may have different roles; do not assume that a Taobao seller can refund tax collected by an unrelated Irish import operator.

For another courier, check that operator's delivered-return procedure. An Post's instructions are not a rule for every carrier.

Confirm the return window shown for the actual Taobao order. Do not assume that delivery in Ireland gives a China domestic purchase the same cancellation rights as buying from an EU shop; the CCPC advises checking the non-EU seller's terms and how a return will be handled.

Build one return file before buying postage

Keep:

  • the order, selected variant and listing as it appeared when purchased;
  • photos of the received item, the precise issue, labels, accessories and packaging;
  • the seller's written acceptance, confirmed return address and return deadline;
  • the agreed product refund, postage payer and treatment of each tax or fee;
  • original China and international tracking numbers, the Irish customs reference and paid receipts;
  • the return description, posting receipt, tracking and delivery evidence.

Do not send to an old warehouse address or the address printed on the original parcel without agreement. Ask the return carrier about accurate customs data and any steps needed to support the claim. An Post advises identifying the shipment as a return in the required customs data and keeping the posting receipt. A “return” label alone does not create a tax entitlement. Batteries, damaged electrical items, liquids and other restricted products need acceptance from the proposed carrier before you post them.

Two messages that get a useful written answer

To the seller or purchasing agent:

This item has been delivered in Ireland. The return reason is [accurate reason], with photos attached. Please confirm the return address, acceptance deadline, product refund in CNY, who pays return postage and where the refund will be credited. Please list separately whether any Irish VAT or other import charges you collected are included. If not, who will handle the import-tax enquiry?

To the original import operator, where its procedure accepts the enquiry:

I am arranging a return of items from a delivered import. The original tracking number is [reference] and the customs reference is [reference]. Which party must submit the claim, what evidence or declaration changes are required, and what deadlines apply? Please distinguish VAT and duty from UHF, your administration fee and any claim-handling charge.

Before paying for postage, work out what this return would actually bring back:

Expected net recovery = confirmed refundable amounts − new return postage − new claim or handling costs.

List amounts already paid and confirmed as non-refundable—such as UHF, the carrier’s administration fee or original freight—separately as part of your overall loss. Do not subtract them again from the cash this return would recover. If returning does not make sense, ask whether the seller offers a suitable alternative such as a partial refund; acceptance is not guaranteed. Do not discard or ship goods while a claim requires them to be retained.

YDA Express may help retrieve its order or parcel records, provide available photos and communicate with a seller where agreed. It cannot approve an Irish tax refund, reverse another provider's fee or guarantee a seller's decision. For future clothing orders, reviewing the warehouse photos in the App before authorising forwarding can help resolve visible problems while the goods are still in China.

Policy and service information checked 6 November 2026. Recheck the seller's terms, Revenue rules and the actual operator's procedure before sending a return; the date is not a guarantee that the rules will remain unchanged.
