September 9: Reached a Hong Kong sorting facility

The location was Hong Kong. The shipment had a recorded sorting-stage event there before the UAE updates.
September 10: Entered the UAE customs stage

Why included taxes do not mean clearance is already complete
The payment arrangement and the tracking status answer different questions.
The agreed tax-included service tells the customer how specified charges are handled. A customs event tells the customer which processing milestone has been recorded.
A parcel can therefore have taxes included in its shipping arrangement and still show a pending customs assessment. This status alone is not evidence of an unpaid tax bill or a failed shipment.
