
A decision-focused guide for French businesses sourcing office supplies on 1688, covering importer setup, EORI, import VAT, product compliance, restricted goods and landed cost.
French businesses can source office supplies from 1688, but a commercial order should not be treated like a personal parcel. Before paying a supplier, decide who will act as importer, confirm the EORI and VAT setup, identify the product rules that apply to each SKU, and calculate landed cost from verifiable documents rather than the seller's estimate.
Policy check date: 5 October 2026. Tax, customs, product-safety and carrier rules can change. Recheck the current official requirements before ordering, again after the goods reach the China warehouse, and once more before dispatch.
The decision to make before opening 1688
Use this page if you are buying for a French company, association or resale activity. If the goods are for personal use and the order is small, the France Taobao first-order guide is the closer match.
Proceed only when all four statements are true:
- your business can identify the importer of record and the customs representative, if one is needed;
- every important SKU has a usable description, material, intended use and supplier document set;
- the product can legally be placed on the French or EU market;
- the landed-cost estimate still works after VAT, duty, freight, clearance and compliance costs.
If one answer is unknown, pause before placing a bulk order. A low 1688 unit price does not solve an importer, safety or labelling problem.
Separate ordinary stationery from regulated products
Do not send one mixed spreadsheet headed “office supplies” to a supplier or customs broker. Split the order into product families because the evidence and transport route can differ.
Lower-complexity items may include plain notebooks, folders, document trays and non-electrical desk organisers. They still need accurate materials, country of origin, quantity, value and traceability information.
Consumer stationery such as pens, markers, adhesives and correction products may raise chemical-composition, warning or transport questions. Ask for an ingredient or safety data sheet when liquids, solvents or aerosols are involved.
Children's or novelty stationery can fall under toy rules when play is the intended or reasonably foreseeable use. “School supply” on a 1688 listing does not decide the legal category.
Electrical or battery-powered office products—lamps, USB hubs, label printers, wireless presenters or power accessories—may trigger CE-related legislation, RoHS, electromagnetic-compatibility, radio-equipment, battery or WEEE obligations. CE is not a universal mark for every notebook and pen.
The European Commission explains that an importer bringing goods from outside the EU must verify the applicable safety, health and environmental requirements, keep the required documentation available and ensure that the manufacturer can be contacted. Review the EU guidance for importers and distributors before approving regulated products.
Build the French importer file before paying a deposit
1. Confirm the EORI and importer
An EORI is required before an economic operator carries out customs operations. A French company normally applies through the French customs process. Check the current procedure on the French Customs EORI page.
Write down:
- legal business name and address;
- SIREN/SIRET and VAT details where applicable;
- EORI number;
- intended importer of record;
- customs representative and type of representation;
- delivery address and person responsible for product compliance.
YDA can help organise commercial information supplied by the customer and seller, but it cannot become the French importer merely by receiving or forwarding the goods.
2. Create a product evidence row for every SKU
For each product, record the 1688 link, supplier, Chinese and English/French description, material, function, dimensions, quantity, unit value, packaging, country of origin and proposed HS classification. Add photographs and model numbers where relevant.
Treat the supplier's HS code as a starting point only. France's customs tariff result depends on the product's real characteristics. Use the official RITA/TARIC tools or obtain a binding tariff decision for a material classification risk; do not declare a whole mixed carton simply as “stationery”.
3. Ask for the documents that match the product
The required file may include technical specifications, test reports, EU Declaration of Conformity, safety data sheets, batch or model traceability, manufacturer contact details, French instructions and warnings, and details of the EU-based responsible economic operator. The exact list depends on the item; a supplier PDF or a CE logo on a listing is not approval by French customs or a market-surveillance authority.
Calculate landed cost without treating €150 as a blanket exemption
For an initial business decision, separate these amounts:
- product price and China domestic delivery;
- purchasing or payment service charges;
- inspection, consolidation and export packing;
- international freight and insurance;
- customs duty based on the applicable tariff classification, origin and customs value;
- French import VAT;
- customs-representation, carrier, terminal and last-mile charges;
- product-testing, labelling, conformity and producer-responsibility costs.
The normal French VAT rate is 20%, although reduced rates apply to specific categories. French Customs states that the import-VAT base can include the customs value plus duties and incidental costs such as commission, packing, transport and insurance up to the first destination. VAT-registered businesses generally account for import VAT through their VAT return under the French self-assessment system. Verify the current treatment on the French Customs import-VAT page and with the company's accountant.
Do not read “€150” as “no tax and no declaration”. VAT applies from the first euro to imports into metropolitan France. In addition, France explains that from 1 July 2026 a flat €3 customs duty applies to qualifying distance-sales goods in consignments with intrinsic value not exceeding €150. That measure has a defined e-commerce scope and does not replace the normal analysis of a French company's commercial import. Check the French Customs €3 measure and have the declarant confirm which procedure applies to the actual shipment.
Use three approval gates on 1688
Gate A — before payment
Send the supplier a specification sheet, not only a screenshot. Confirm material, colour, dimensions, tolerances, logo artwork, packaging, quantity per carton, sample terms and the domestic return window. For custom-branded stationery, verify that your business owns or is authorised to use every logo and design.

Gate B — after China warehouse receipt
Match the received parcels to the order list. A basic warehouse check can confirm visible quantity, model, colour, obvious damage and packaging condition when that service is agreed. It cannot authenticate a brand, test chemical composition, certify electrical safety or prove long-term product performance.
Do not remove regulatory labels or retail packaging merely to reduce volume. Repacking should preserve model, batch, manufacturer/importer and warning information needed for traceability. Separate batteries, liquids, aerosols, magnets, blades and powered goods so the route can be checked item by item.
Gate C — before international dispatch
Freeze the final packing list and commercial invoice only after the physical goods are checked. Confirm the importer details, truthful transaction value, currency, Incoterm, freight allocation, country of origin, HS code candidates and supporting documents with the customs representative.
Ask whether the quote is DAP, DDP or another term and identify who is actually responsible for import clearance, VAT and product compliance. A label saying “tax included” is not enough evidence on its own. Products that require a stop-and-check decision
Pause the order before payment or dispatch when it contains:
- counterfeit or unauthorised branded goods;
- loose lithium batteries or products with undeclared batteries;
- correction fluids, solvent adhesives, aerosols or flammable inks;
- cutting tools, blades or other items that may be controlled or carrier-restricted;
- radio or wireless devices without a complete compliance file;
- children's products without evidence supporting their intended use and safety classification;
- products using protected characters, logos or copied packaging;
- food, cosmetics, medical claims, plant or animal materials mixed into a stationery order.
These categories involve different questions: some may be legally prohibited, some may require licences or conformity work, and some may simply be refused by a particular air or courier channel. YDA can screen product information against available warehouse and transport conditions, but only French authorities, the responsible importer and qualified compliance or customs professionals can decide legal admissibility.
France packaging and producer-responsibility checks
A company that first places products or packaging on the French market may have extended producer responsibility obligations. The responsible party and scheme depend on the product, the packaging and how it is marketed. France's ADEME notes that importers and first placers on the French market can fall within REP systems. Review the ADEME producer guidance before selling the goods, and check whether packaging, electrical equipment, batteries, paper products or another stream applies.
This cost belongs in the commercial decision; it is not something a freight quote automatically covers.

Approve a sample or small trial order only after you can answer yes to all applicable items:
- We know who the French importer is and the EORI is valid.
- Each SKU has an accurate description, material, function, value and origin.
- We know which product rules apply and which documents must exist.
- French-language instructions and warnings are ready where required.
- The customs and VAT calculation uses a defensible classification and value.
- Restricted or carrier-sensitive goods have been declared before purchase and dispatch.
- The landed-cost sheet includes compliance, REP and clearance costs.
- The warehouse check requested from YDA matches what a visible check can actually prove.
- The rules and available route will be checked again immediately before shipment.
If the answer is no, pause the bulk order. A sample may help verify construction and packaging, but it does not remove the French business's importer and product-compliance responsibilities.
