Iceland Customs Clearance for Parcels from China: Invoices, Payment Proof and Pósturinn Requests

Pósturinn asked for documents for your China parcel? Match invoices and payments, check E-3 or E-1 requirements, and know when to request a charge reassessment.

If Pósturinn asks for documents for your China parcel, reply with evidence of what is inside, what you paid and which shipment the evidence belongs to. An invoice, an order record and a payment receipt answer different questions; sending only a payment screenshot may leave the contents unexplained.

This Iceland customs clearance checklist is for ordinary personal purchases, such as clothing and stationery, arriving through Pósturinn. A courier or freight shipment follows that operator's instructions. A tracking gap alone does not mean customs has detained your parcel.

Official guidance checked: 8 November 2026. Use the current notice and official instructions if requirements change.

First decide which reply your shipment needs

Open Pósturinn's website or app yourself and match the international tracking number to the notice. Your China domestic delivery number may identify the seller-to-warehouse journey, not the parcel arriving in Iceland. The YDA tracking page can help you retrieve the shipment history when YDA arranged the transport.

Pósturinn's tracking guidance says its app and My Account show shipments linked to the recipient's kennitala, the Icelandic ID number. If an expected parcel is missing, ask whether the recipient details and the local tracking number match before sending unrelated purchase files.

Then identify the actual request:

  • Invoice or value missing: provide purchase evidence for the contents of this parcel.
  • Declaration or authorization needed: ask whether Pósturinn needs an E-1 declaration and your authority to prepare it.
  • A bill seems incorrect: check the charge and the reassessment route before paying.
  • No Iceland arrival or document request: ask the transport provider about the current handover; there may be nothing to submit to Pósturinn yet.

Why a low-value parcel can still need paperwork

ISK 40,000 is a declaration threshold, not a tax-free shopping allowance. Under Pósturinn's E-3 conditions, simplified clearance requires a total below ISK 40,000 including shipping and other sender-paid costs, private non-commercial use, value evidence, no more than three customs categories and no import-licence requirement.

Commercial imports and parcels above the threshold need E-1; restricted goods or additional categories can also change the procedure. At exactly ISK 40,000, ask Pósturinn to confirm the declaration rather than relying on rounded currency conversion. Count customs categories, not sellers or shopping orders. Pósturinn or the declarant must confirm the classification.

This checklist does not establish permission to import a controlled product. If the request concerns medicine, food, plants, animal products, weapons or telecommunications equipment, check the Icelandic product restrictions with the relevant authority. Paying tax or sending an invoice does not replace a permit, product compliance or carrier acceptance.

Put together the evidence that answers the request

An invoice is missing, or the value is unclear

Ask the seller for the invoice or retrieve the completed order record from your shopping account. Keep the item description, quantity, price, currency and any discount visible. Attach the matching payment confirmation if the amount needs explanation. Under Iceland's import-document rules, freight evidence and other relevant documents may also be required.

Pósturinn's online-shopping help says a card receipt can sometimes support value. It also offers a paid search inside the parcel for an invoice if you specifically authorize it. Ask what evidence it will accept before choosing that service; opening a parcel does not guarantee an invoice will be found.

If a buying agent paid the Taobao seller, ask for the purchase record connected to your goods and a breakdown of your payment to the agent. A wallet top-up alone may cover several purchases or services. Explain the relationship instead of changing the original receipt or inventing a seller invoice.

For a future purchase, see agreeing on purchase records before paying to settle this with the agent in advance.

Several Taobao orders arrived in one carton

Add a short cover note identifying the international parcel and listing which completed orders are inside. For each one, point to the order record, quantity and paid amount. Identify goods returned in China or shipped separately, and attach freight and packing records where relevant. Keep original values and currencies legible; a translated explanation should supplement the original evidence.

This note is a way to explain the documents, not an official Pósturinn form or a substitute for the declaration. Let the declarant decide how discounts, freight and other costs are treated.

Part of the shipment was cleared earlier

Do not assume the new parcel is automatically covered by an earlier payment. Pósturinn's delivery FAQ asks for the earlier tracking number and the foreign invoice used for the first clearance. If another operator cleared that part, obtain its customs declaration too. Explain which goods belong to each arrival so Pósturinn can check the link.

Submit through Pósturinn and keep the reply attached to the parcel

Use the invoice-submission option in the app or My Account, or follow the official Request customs clearance route named in the notice. That request authorizes Pósturinn to clear the shipment; it is more than a neutral file upload. Read the current declaration and service terms before submitting.

Check the tracking number, recipient details and attachments once more. If the form does not recognize the number, ask Pósturinn which number to use. Keep the submission confirmation and the files you sent. If another request arrives, answer the specific missing point with the same shipment reference rather than uploading an unexplained collection of screenshots.

Check an unexpected charge while reassessment is still available

For a quick check, Iceland's standard VAT rate is 24%, with an 11% reduced rate for qualifying categories. The customs value generally includes goods, freight, insurance and relevant costs abroad and en route. Import VAT is assessed on customs value plus duty and other applicable charges imposed at clearance. Duty depends on classification and origin; Pósturinn's service fees are separate from government import charges. A zero duty rate does not by itself remove VAT.

Check the value, currency, goods and charge description against your records. Pósturinn's reassessment guidance says this route must be used while the parcel is still awaiting clearance in customs storage and before payment. If that is your situation, submit the tracking number, the disputed point and supporting evidence promptly. If you have already paid or the parcel has cleared, ask which correction process applies instead. Do not assume this pre-clearance route remains available.

Ask YDA for the missing record, not a clearance promise

If YDA handled the purchase or China warehouse stage, send the notice and the relevant YDA shipment reference through your normal support channel. Ask for the specific available order, payment, parcel or freight record that is missing. YDA can help explain those records; the Icelandic recipient and authorized declarant must deal with the local request. YDA cannot decide the final HS code, issue an official import permit, guarantee the tax amount or promise release.

For a future order, the Iceland consolidation decision guide covers packing choices before dispatch. Check product rules before buying, compare the actual goods at warehouse arrival, and reconfirm current Icelandic requirements and the available route before shipping. Rules, rates and carrier conditions can change after this article's check date.
