A Mexico business sourcing on Pinduoduo should identify the importer and compliance path before paying the seller. A product link, unit price and freight estimate are not enough for goods intended for resale. Pinduoduo's domestic-retail workflow also means the seller may not be prepared to provide export documents, technical files or compliant retail labels. Tariff classification can determine duties, sector registration, permits, labeling rules and whether the proposed transport route can be used.

Start with the importer, not the carton

Mexico's SAT states that individuals and legal entities intending to import goods generally register in the Padrón de Importadores. Current enrollment conditions include an active RFC, valid e.firma, positive tax-compliance status, a located or validating fiscal address, a validated Buzón Tributario and an appointed customs agent, customs agency or legal representative. Some product sectors require an additional specific-sector registration.

Confirm which Mexican entity will be importer of record, who will appoint the customs representative and which address and tax data will appear on the operation. Do not use an unrelated party's details merely to move a shipment.

Classify the product before asking for a shipping route

Ask a qualified Mexican customs professional to review the tariff classification using enough product detail. “Shoes,” “lamp,” “toy” or “machine part” is not enough. Useful evidence can include:

  • exact material composition;
  • dimensions, weight and intended function;
  • power input, battery chemistry or wireless function;
  • photographs of the product and retail packaging;
  • brand, model and technical sheet;
  • country of origin;
  • unit price and proposed quantity.

Classification affects duties, compensatory quotas, permits, sector registration, NOM requirements and customs-office restrictions. It should be resolved before the warehouse combines the goods or removes packaging that carries required information.

Treat NOM labeling as a pre-order task

Mexico's National Foreign Trade Information Service lists commercial-information labeling categories that include textiles and clothing, footwear, electrical and electronic products and other consumer goods. When a relevant NOM applies, the importer may need compliant origin labeling or an authorized method to complete labeling in Mexico.

Certain in-country labeling alternatives require specific arrangements and conditions; for example, labeling through a General Deposit Warehouse or verification at an approved address is not simply permission to add a sticker after delivery.

Before paying the supplier, obtain the proposed label artwork and ask the Mexican compliance party to confirm:

  • applicable NOM and required Spanish information;
  • importer name, address or other responsible-party details;
  • product composition, warnings, care or electrical data;
  • label placement and permanence;
  • whether labeling must be complete before export or can use an authorized Mexican procedure.

Build a supplier document pack

Before the order reaches the China warehouse, ask for:

  • commercial invoice or equivalent sales document;
  • precise product descriptions and model numbers;

  • country-of-origin information;
  • label files and packaging photographs;
  • permits, test reports or certificates only where genuinely applicable;
  • seller contact and correction process for discrepancies.

Do not assume a Pinduoduo listing is an import document. If the seller cannot provide essential technical or labeling information, pause the order or choose a source that is prepared for commercial export.

Give the China warehouse measurable instructions

“Check quality” is not a workable acceptance standard. Define what the warehouse should photograph or count, such as:

  • carton markings;
  • sample dimensions and gross weight;
  • whether supplier documents match the received model.

Basic warehouse checks do not replace laboratory testing, NOM certification, professional inspection or customs classification. If compliance depends on a test or certificate, arrange it with the appropriate qualified party.

For multiple suppliers, use package consolidation guidance, but keep goods separate when they need different documents, labels, routes or import entries.

Create a written dispatch gate

Do not authorize international shipping until the Mexican importer or its customs professional has confirmed:

  1. importer-of-record details and current registry status;
  2. tariff classification and whether a sector-specific registry applies;
  3. permits, NOMs and labeling method;
  4. accurate invoice, packing list and origin data;
  5. final quantities, carton count, weight and dimensions;
  6. accepted route and customs office;
  7. duty, tax and destination-cost assumptions;
  8. who will respond to customs requests.
